With the coming of internet+ era and the comprehensive implementation of three-stage information construction of Tianjin national tax as well as golden tax,the whole city established the network information system with taking business private network,internet and horizontal networking as framework.It plays important role in fully promoting tax revenue,creating harmonious relations between the taxation and tax payment as well as further serving taxpayers.Since the development of information has penetrated into every aspect of tax revenue,the problem of how to manage network and information safety effectively has become obvious with making construct and form network and information safety security mechanism into a system follow of no delay.National security does not exist without network security and modernization cannot survive without information.Since network and information have deeply infused into every aspect of tax revenue,they became both the pushing hand of tax revenue for continuous developing and the bottleneck its further promotion.Network and information security is a systematic project,which has raised from the perspective of single technique into the level of management.However,the architectural study of how to mange network and information security in state tax departments is still in the initial stage and how to how to construct security management system of Tianjin sate tax in the new period has become a fresh and urgent topic.This article deeply researched on the optimizing construction of information and security management system of Tianjin sate tax since the construction of three-stage project of golden tax.It mainly analyzed the status of information security management of Tianjin sate tax and found its potential risks through technical means of risk assessment,safety evaluation as well as classified protection and relevant management theories including risk management as well as classified protection.Started with improving system of information security management,reinforcing risk of information security management,enhancing emergency response ability of information security,emphasizing on human resource management of information security,strengthening training and education of information security and constructing platform of information security management,it optimized the security and protection system of network information in Tianjin state tax with taking safety protection equipments such as firewall as well as intrusion detection as basis;anti-virus monitoring and log audit as foundation;comprehensive management platform of safe operation and maintenance as means;security management projection system as safeguard.Meanwhile,it paid attention to introducing the design opinions,main functions and achievements in state tax of relevant themes,including system of information security management,risk management of information security,emergency response of information security,human resource management of information security,training and education of information security and platform of information security management.Moreover,this article reflected on the further optimizing development of security management system.
