Research On The Application Of PPP Model In Municipal Road Project

Since the reform and opening up,China's economy has embarked on a road of rapid development.China's infrastructure construction is overwhelming.Urbanization and urban integration are the trend of urban development in China today.Municipal roads as an important part of infrastructure,has become the most important development at this stage.The biggest feature of the municipal road is that it belongs to the public welfare infrastructure project,the lack of user payment basis.With China in the city to enhance the image,infrastructure updates,public services and other aspects of the requirements continue to increase.In the process of rapid urbanization,the construction of non-operating infrastructure projects will certainly constrain the development of economy and society.As the municipal road project has the characteristics of large scale of investment,strong natural monopoly,lack of source of income,the private enterprise is difficult to enter because of the high capital threshold of non-operating infrastructure projects.On the other hand,because the municipal road project has no Cash income sources and lack of willingness to invest actively;For the government departments,on the one hand because of the government's financial burden and social goals,financial funds difficult to support the construction of municipal roads,on the other hand because the construction of municipal roads related to the vital interests of the public and the national economy The pace of development,the need for government departments to maintain the main control of infrastructure projects.Therefore,simply rely on the financial allocation of construction,apparently can not meet the current economic situation development requirements.So,multi-channel,multi-way financing construction,has become the road to the construction of municipal roads.In October 2003,the Third Plenary Session of the 16th CPC Central Committee put forward a new approach to how to solve the problem of financing difficulties,and our government began to promote the application of PPP mode.This will not only solve the municipal roads and other infrastructure construction financing problems,but also conducive to the introduction of advanced management experience,the risk for the project can also be an effective sharingIn this paper,the author adopts the methods of literature review,deductive reasoning and summarization,and the combination of qualitative and quantitative research methods.Statistics,produced a total of 11 graphics,made a form of 6,a total of more than 50 excellent literature at home and abroad.This paper introduces the development process of PPP mode at home and abroad,and introduces the classical theoretical knowledge of PPP model application.From the characteristics of municipal road,theoretically on the PPP model applied to the municipal road project support.Then,the concrete implementation of the municipal road PPP project is described.For example,the operation of the municipal road PPP project ideas,the municipal road PPP project transaction structure,the municipal road PPP project participants and the municipal road PPP project operation procedures,these four aspects of the municipal road PPP project implementation plan is an important component section.Through the above research,we mainly elaborate the concrete scheme and key factors of the implementation of PPP mode of municipal road.The main research achievements of this article are:the characteristics of the municipal road PPP mode analysis,determine the mode of operation of the municipal road project PPP(operation ideas and the structure of the transaction),the municipal road PPP participants and municipal road PPP project operation procedure;put forward the key success of municipal road PPP project,the municipal road PPP project risk allocation,the municipal road PPP project of government payment mechanism and reasonable government management system and legal environment.The author hopes that the research can provide reference and reference for PPP model of municipal road construction projects in the future.
