Municipal Road Maintenance In The Government Is Facing Problems And Countermeasures

Urbanization in China has entered a new stage of accelerated development, whether urban expansion or extension of the connotation of development in the event of significant changes. Municipal roads and urban residents as the most directly related to the daily lives of the public goods has been considered to be the maintenance of municipal utilities in the focus and the focus. Attaches great importance to the past we have been the construction of municipal roads, municipal roads is the maintenance of municipal administration has been a weak link. Therefore, I tried to Changsha municipal road maintenance of the status of research data as the starting point of the municipal government road maintenance problems and difficulties of conducting a special study, with a view to the municipal road maintenance management system reform and how to implement more effective the operation of market-oriented approach with universal and recommendations.By the definition of the concept of public goods, as well as anglicizing the two property of non-competitive and non-exclusive, the author defines municipal road as quasi-public products, and introduces a variety of attributes. From the nature of public goods, China's municipal road maintenance has mixture properties of the internal and external. At the same time, the government should play the basic functions in the municipal road maintenance, including supplier function, fair function, guide function and regulator function.In this paper, the author standing on the platform of Changsha city empirical investigation, launching an in-depth investigations and studies, with collecting a wide range of empirical data, to find the real problems and the reasons in Changsha municipal road maintenance. After nearly two months of questionnaire survey, the author has some basic understanding on the Changsha municipal road maintenance and management. In the paper, there is a brief introduction of the basic conditions of the road, the existing maintenance management system, funding for municipal road maintenance and alterations in recent years. At the same time, also produced a questionnaire (see annex), launched a large-scale public opinion polls, after mathematical analysis, get the subjective evaluation of Changsha citizens in municipal road maintenance. By empirical investigation and survey data analysis, the author believes that the current municipal road maintenance in Changsha City mainly has such issues, including lack of financial investment, the unequal funds distribution, poor financial guidance, inadequate supervision and management, and for each problem reasons are discussed.Finally, as the problems focusing by the former four chapters' study, the author proposed the government administration and reform measures in the maintenance of municipal roads, including: playing "provider" role function, increasing financial input; playing "fair" role function, optimizing the funds allocation; playing "guide" role function, improving the financial performance; playing "regulator" role function, promoting of supervision and management.
