Analysis On The Development Of Water Park Based On The Reform Of China's National Park System

As Chinese economic grows,Environmental problems have become more and more serious at present.attached becoming more and more serious.In the third plenary sessions of the 18th CPC Central Committee,it is the first time for China to put froward the strategic plan of the"establish the national park system",and in 2015,it officially released"The establishment of the national park system pilot scheme" which means China comes into the new age of building the national park system.The purpose of establishing a national park system is not only to strengthen the protections of ecological environment,but to become an important means of protecting the natural cultural heritage and parts of establishing ecological civilization system.Although Water park has not added into the conservation management system of IUCN,it's actually a protected area.Moreover,Water park as a member of Chinese culture and management system of natural heritage should not stay out of development,which need the active involvement of reformation.Based on the analysis of the national park system in the world,especially in the complete American national park system model,this paper puts forward some key problems to be solved in the establishment of our national park system in light of some problems existing in our country's national conditions and protected area management mode points,including ownership issues,financial problems,social participation and so on.Based on the analysis of the general situation of water parks in China,and according to the data of 778 national water parks,54 of them were selected for table statistics,and some of the water parks in China were gradually highlighted common problems,including the development of the process of ecological protection,management agencies,planning,brand development,personnel training,financial mechanism,social participation and other specific aspects.Through the analysis of these specific problems,the development of the national park system to establish some of the work model,management model,financial mechanism and supervision and other forms,combined with their own actual situation,put forward five key points,including The ownership of the problem,financial mechanism,planning and management,personnel training and social participation in the five major content.This paper analyzes the key points of the national park system reform in China,and draws the conclusion of the eight problems,namely,constructs the legislation guarantee,innovates the management mechanism,consummates the capital System and the establishment of special funds,the establishment of water eco-environmental impact assessment and ecological monitoring mechanism,innovative personnel training mechanism,the introduction of social forces,attention to the development of national park construction concept similar to the water parks,highlighting the characteristics of mining water quality.The final establishment of the national park system,the need to explore the experience in the national park pilot to "bottom down" in the form of the final determination of the formation of China's national park system.And in this model to explore the process,need to build water park active participation and bold attempt.So that the water parks as the basis of our country's protection,as the national system of protected areas an important part of China's ecological civilization and the development of China's beautiful play an indispensable role.
