The Research On The Operation Mechanism Of Chengbu National Park System Pilot Area

The National Park has developed for more than 140 years. It is recognized by all the countries and organizations around the world, because the relationship between natural resources conservation and utilization was delt with well by it. There is not a real National Park in our country so far. The establishment of the National Park system was proposed by the Third Plenary Session of the party’s eighteen in 2013. The notice of the establishment of the National Park system pilot program was put forward by the National Development and Reform Commission later. The constructions of the National Park system pilot areas were developed in nine provinces(cities) in our country at present. And this is the first step of the National Park system construction in China.Many stakeholders are involved by the National Park system construction. In order to guarantee the National Park system pilot is carried out smoothly, the operating mechanism which is scientific and standardized and adapted to the National Park system pilot must be built. The practical basis is offered for the National Park system construction in our country through the innovation of the management system and operating mechanism in the National Park system pilot areas construction and the accumulation of replicable experience. At the same time, much experience is provided for the management of the protected areas in China.The experience of the National Park operating mechanism in America, Britain, Germany was summarized in this paper, and the management models in these three countries are different with each other. The exploring situations and some problems of the National Park system construction were summarized. And the problems to be solved in the National Park system pilot areas construction were analyzed. The operating mechanism of the Cheng Bu National Park system pilot areas was empirically researched. Some current situation materials such as management institutions, enterprises, population, land utility, resource ownership of pilot area were collected comprehensively relatively. The basic conditions of the pilot area, the necessity of the construction of it and some problems existing in it was analyzed. The management system was constructed on the basis, which is administrated vertically by the provincial government and managed unitedly by the pilot area agencies. The operation mechanism construction programme in pilot area was put forward from the perspective of stakeholders. The pilot area operation mechanism includes resource management system, visitor management mechanism, franchising mechanism, the mechanism of community development, social participation mechanism and funding mechanisms. The specific implementation measures of related mechanisms were elaborated in detail.
