Free Trade Zone is an important measure of national opening up strategy in the new normal economic situation in our country.So far in our country four Free Trade Zones were set up in Shanghai,Tianjin,Guangdong,Fujian,and the subsequent seven free trade zone construction plans have been approved.The construction of Free Trade Zone need to be based on the past practice of Free Trade Zones across the world,also to adapt to the new changes of the global economy in the future.Under the new situation what is the function orientation of free trade zone,how to design the function orientation.This paper want to answer these questions and provide enlightenment for the construction of Free Trade Zone in Liaoning.Main content of this paper summarized as follows: the first chapter,including the writing background and research significance,this paper analyzes the essential theoretical foundation of the Free Trade Zone and literature review.The second chapter,the paper introduces the related concepts of Free Trade Zone,including the definition of Free Trade Zone,function orientation and possible economic effect.The third chapter,based on the past,analysis the practical experience of free trade zone from the angle of vertical and horizontal.The fourth chapter,facing the future,analysis the new changes in the development of economy and a new round of trade rules,which lead the function orientation of FTZ.China's four FTZs function orientation reflects changes to adapt to the new economic and institutional change.The fifth chapter,summarize the background of Free Trade Zone in Liaoning and the function innovation design.Finally,the conclusion.Historical experience shows that Free Trade Zone function changes over time,including international trade,international production,industrial functions and system function.China's FTZ has multiple functions focused on the international trade function orientation and development of service trade.On the international production function,FTZ need to integrate into the global production network.On the system function,FTZ need more prominent trade facilitation and administrative system reform.Liaoning Free Trade Zone need to be based on function orientation in the past and imagine the future,integrate into the global production network.Accordding with the situation of China FreeTrade Zone construction scheme,Liaoning FTZ will explore the management mode,investment access policy,financial liberalization policies and customs supervision.
