Each region shouldbased on the bearing capacity of existing development density, resources and environment,and development potential, and to plan as a whole to consider the future of our country’seconomic layout population, urbanization patterns and land use divided into optimizeddevelopment, key development, limited development and prohibited development of fourtypes of development priority areas. In this context, the government departments andacademic circles the research theory, method and practice of related research, and made someresearch achievements. In addition, inside there are regional difference of Liaoningcoastal economic belt, not a single to planning of the region, according to each regionseparately from the actual planning.In this paper, on the basis of the relevant theoretical research at home and abroad forreference, on the basis of analyzing the Liaoning coastal economic belt of the naturalenvironment, population distribution and economic development,24counties and cities inLiaoning coastal economic belt of the basic spatial unit, based on the existing developmentdensity, development potential and resource environmental bearing capacity, is set upevaluation index system, index layer including11specific indicators. Using the analytichierarchy process (AHP) to determine the index weight, using system clustering method inSPSS, and using the method of the3D cube figure, divided into four main functional areas ofcounties and cities, forming the Liaoning coastal economic belt pattern of developmentpriority areas. Then put forward some countermeasures and Suggestions for four types offunctional areas.Liaoning coastal economic belt of development priority regions, division results showthat the optimized development zone including jurisdiction in Dalian, Jinzhou city district,Yingkou city jurisdiction. Dandong city jurisdiction, Dashiqiao, key development areas including Fengchengshi, Xingchengshi, Suizhongxian, merchant, integrated. Restricteddevelopment areas including Zhuangheshi, Pulandian, Wafangdian city, Changhaixian,Gaizhou city, Dongangshi, Panjinshi jurisdiction, Panshanxian, Linghaishi, Beizhen city,Heishanxian,county, Huludao municipal districts. Around the area including the Kuandianmanchu nationality autonomous county and provincial protected at the national level. In theclassified results, the key development zones and limit the number of development zone ismore, it has to do with national level, the Liaoning coastal economic belt is divided intooptimized development area, regional economic differences are obvious, later want tostrengthen the construction of all kinds of ribbon, harmonious whole economies to promotecommon development. As a member of the national optimized development zone, andpromote the economic development of the country.
