For the further management of illegal vehicle modification and overload phenomenon,the policies relevant to that illegal transport vehicles 'double-row' cannot run on the highway road have been appeared on the stage one after another.The implementation of the policies can protect the safety of driver's life and property.And then,the life of the road and bridge could be increased,with reducing the waste of resources.While on the other hand,the increase in the demand of transport vehicles means the increase in the cost of transportation.The increase in the number of deliveries will also release more carbon dioxide into the air.From this point of view,the implementation of the 'double-row vehicles' banning policy will have different effects on all directions of the passenger transport system.So,the specific changes in all aspects of passenger transport system after the implementation of the policy are the main issues to be studied in this paper.Firstly,this paper interprets the four related documents of the 'double-row car'banning policy,and analyzes the causal relationship between the internal factors of the passenger transport system in detail after the implementation.On the basic of qualitative analysis,this paper builds the system dynamics simulation model of passenger transport system to analyze the relationships and changes between the different variables in the internal subsystems more visually.And then,based on the investigation of C logistic company,using the first-hand data collected from C logistic company,this paper makes scenario simulation for the system and policy.According the data and changing trend that the variables presented after the simulation of the policy,the concrete impact bring by the policy's implementation on the all aspects of the system,such as the transportation vehicle,the cost of transport system,highway congestion,road maintenance,carbon emissions,are analyzed specifically.Finally,some reasonable suggestions on the adverse changes after the implementation of the policy are put forward.The main achievements and conclusions of this paper are as follows:by putting the policy into force,some costs of the passenger transport increase,and others reduces.But the increase in total costs led to a lack of profit to the company.The implementation of policy reduces the incidence of accidents and infrastructure maintain costs.But to some extent it increases the congestion in the highway.In addition,the carbon emissions is increased.Finally the following suggestions are made:increasing the transportation price,put some costs to the passenger car manufacturers;adjusting the transport network,using more transport ways of railways,water transport to reduce the highway pressure;popularizing the use of new energy transport vehicles to reduce the environmental stress.
