China's agricultural development is rapidly changing,the state strongly supports the transfer of agricultural land,to achieve a modest scale of agricultural land management,to create a new agricultural management system and the development of new agricultural management,so farmers have a growing demand for funds in the agrocultural production and operation.However,the phenomenon of "loan-to-credit" which has a long history,is also be existed in the current rural area,the relevant provisions of "guarantee law",which does not allow to mortgage the land and homestead leads to that assets cannot become capital to the market,and farmers have difficulty to get loan from financial institutions,lacking of effective collateral.The Third Plenary Session of the Eighteenth Central Committee proposed to select the pilot area to carry out the pilot work of "two rights" mortgages for the first time.and in the "Central No.1 document" during 2014-2016,the corresponding work on the pilot project of the Mortgage of Farmers' Housing Property Mortgage Instructions.GaolingDistrict of Shaanxi province is the second batch of rural reform pilot area,also the national the pilot mortgage loans of "two rights",forming a local characteristics of the "Gaoling model",the revelant study is few.based on Gaoling area,This paper studies the willingness of farmers to participate in the mortgage property and its influencing factors.This paper puts forward 4 aspects and 14 hypotheses that have significant influence on the willingness to participate in the mortgage of farmers 'housing property rights from the four aspects of farmer's personal characteristics,family characteristics,housing characteristics and financial environment characteristics,in the study of the related scholars' studies on the willingness of farmers to participate in homestead mortgage.The first-hand data of farmers were obtained,through the actual investigation of Gaoling District,and Logit regression model was used to study the willingness of participation and influencing factors of farmers' housing mortgage in Gaoling District.Finally,the paper puts forward the theoretical basis and suggestions for the implementation of the mortgages of housing property rights in other areas.The main conclusions of this paper are as follows:(1)Gaoling District is a kind of housing property right mortgage loan.The relevant professional work is well developed," normative,universal,loan process and property value evaluation".Work still needs to speed up.(2)The overall level of willingness to mortgage is 59.1% which Farmers' participation in housing property in Gaoling District.More than half of the farmers are willing to use their mortgages when they have financing needs.(3)The factors have a significant impact on the willingness to participate in mortgage loans of farmers,which are the age of the farmer,whether the head of the household,the education level of the farmer,the family support rate,the loan,the number of house,the value of the house,the degree of understanding of the farmer's property mortgage policy,the convenience of the financial institution and The level of finacial institutional business...
