The Government Investment Project Decision Method Research

Government investment projects because of its wide scope of influence,invest huge sums,the characteristics of public welfare is often the focus of attention of society and public opinion because of these characteristics of inherent in government investment projects,to find a scientific and reasonable decision method obviously is of great significance.However,the situation is most of the government investment projects are often only by subjective judgment,which cannot achieve anticipated goal after the completion of the project.In recent years,many scholars have noticed that reduce the government investment project decision-making errors,improve the government investment project evaluation method has very important practical significance.This article is based on the characteristics of government investment project decision,can study at home and abroad of government investment project decision,evaluation of government investment project were analyzed and summarized in this paper the four aspects: economic benefit,social benefit,environmental benefit,technical benefit,and index system is formed.Aiming at attributes in multiple attribute decision making problems,evaluation index with interaction between,how to get reasonable index weight respectively adopted the following methods to solve the three important problems:1.the interval intuitionistic fuzzy sets is used to evaluate the properties,effectively avoid the evaluation difficulty and distortion of information.2.the assignment of index weight by adopting the combination of subjective and objective way,first by the decision-makers subjective index weights of interval number is given,then according to the evaluation data to establish the mathematical model,using Shapley function by subjective weight within the scope of the best objective weight.3.the use of the generalized l-Shapley Choquet integral scheme of the comprehensive value is obtained,the operator fully considering the interaction between the indicators,and find out the combination between the various indicators of weight.Based on the previous research,we explore the application of the developed methods in two projects.The results show these methods are feasible and effective.Finally,Chang Ning county north on location,for example,analysis of the specific circumstances to determine indicators,build the evaluation system,using the model to makedecisions.To illustrate this model is helpful to promote the success of government investment project,helps to guide the project decision makers scientific decision-making.Government investment project decision-making is not only relates to the success or failure of proposed projects,also on the economic,ecological environment and the development of the society have a significant impact.The government investment projects will be gradually decision-making to be scientific,systematic,and promote the development of local economy and public utilities.
