Study On Chemical Enterprises Safety Culture Model Based On Daming Circle

Enterprise safety culture construction is getting more and more extensive and deep research,aiming at helping to achieve production safety.However,it is rare in chemical industry.In the chemical industry,there are many kinds of dangerous and harmful substances.Great deaths and injuries are most likely occurred in the event of incidents,and the secondary accidents may happen,which bring great loss to the country's property and people's lives.The paper taking LT tire production enterprise for example,analyzed the main factors affecting the efficient and safe production according to the staff,facilities and production process.A safety culture model was proposed based on the Deming cycle and its empirical analysis was conducted.Finally,the positive effect of safety culture on safety performance was explored.The 4 main research contents were as follows:(1)The dangerous and harmful factors such as fire,explosion,mechanical injury,electric shock,crane injury,poisoning,suffocation and falling injury,high temperature,burning vehicles,dust,noise,radiation were identified.(2)A safety culture model was proposed based on the Deming cycle.(1)The inherent nature of safety culture was safety concept,while the external performance was safety culture construction.(2)Safety concept: “Plan” determined the core concept of safety management;“Do” meant the implement of scheme;“Check” evaluated safety concept quantitatively via establishing extension comprehensive evaluation model;“Action” improved the weaknesses according to evaluation results.Through P-D-C-A cycle,safety concept was improved.(3)Safety culture construction: “Plan” determined the safety culture construction level evaluation indexes and their standard considering the characteristics of the chemical industry;“Do” meant the implement of scheme;“Check” evaluated safety culture construction quantitatively via establishing grey fixed weight clustering evaluation model;“Action” improved the weaknesses according to evaluation results.Through P-D-C-A cycle,safety culture construction level was improved.(3)The empirical analysis of the safe culture model was conducted.After running the “P-D-C-A”,safety culture level was still "good".But the safety environment C6,rewards and punishment mechanism C17,and emergency drills C24 which behaved badly before were improved,other elements performed stably at the same time,ending in improvement of overall level.While safety culture construction was polished up to "independent management" from the "strict supervision" stage.(4)The positive influence of safety culture on safety performance is analyzed by means of correlation analysis and comparative analysis.
