As a kind of new rural financial institutions,rural banks have a high speed development in these years.Rural banks can fill the financial service gap in rural areas,benefit to relieve the financial exclusion in these areas,and benefit to improve the level of financial inclusion of our country.However,in the past decade of the development of rural banks,there are some problems caused by external environment factors or internal governance factors,such as the high concentration of rural banks,the small scale of rural banks,and so on.Operating efficiency is a kind of indexes to measure the development status of rural banks.Therefore,it's necessary that to research the operating efficiency of rural banks so that the effect of these external and internal factors on the development of rural banks can be clarified,and then the beneficial suggestions and inspirations on the exploration and development of rural banks can be offered.The factors that affect the operating efficiency of rural banks,on macro-economy level,are mainly local economy and macroeconomic policies,on meso-industry level,are mainly horizontal competition and industry policies,and on micro-enterprise level,are mainly ownership structure,asset scale,staffing and business coverage.The factors of micro level are the most direct and influential to the operating efficiency of rural banks among the three levels.By means of the main factors analysis,and by means of the operating data analysis that was progressed by CCR,BCC and super-efficiency model of DEA,the fact is contradictory to rural banks' expectation that they can profit more in developed areas than in developing areas.The main factors who affect the operating efficiency of rural banks aren't external factors but internal factors,especially the rationality on asset scale.Thus,for developing rural banks,on macro level,the government should change the area bias of rural banks and apply differentiated policies to introduce rural banks back to developing areas;on meso level,the industry should promote conversations amongst rural banks,and launch an inter rural banks risk fund to strengthen the risk tolerance of rural banks;on micro level,rural banks themselves should adjust the asset scale rationally,reinforce risk control,and develop various services to achieve an achievement that is both high quality and high volume,thereby achieving a better development.
