In recent years,with the Chinese financial market continuing to open to the outside world and constant financial reform of our country,some practical problems came into our sight,such as the marketization of interest rate,financial disintermediation and the diversification of customer needs.At the same time,the domestic banks are under competitive pressure caused by complex business process,serious products homogenization and single profit model.If domestic banks want to take competitive advantages in such an environment,they must constantly innovate their products,strengthen the sense of being a service-provider in the hope of improving their efficiency and advancing their service quality.Therefore,many banks focus on reengineering the business process.The construction of process bank is regarded as a new reform mode.It applies the modern information technology and adheres to the principal that the customers are the center of the trade,so as to transform the current and traditional business process and organization structure fundamentally,which also requires the reform of the business philosophy of banks,methods and management models.This paper takes the Tianxin rural cooperative bank as the research object and studies on the construction of process bank.First,it introduces a brief report of the Tianxin rural cooperative bank and expounds the current situation of business process management in Tianxin rural cooperative bank as well as foreground-background business process management,based on which,it points out some problems existing in the process management and performs an analysis to trace down the cause.Then,this paper puts forward the specific optimization scheme on the business process of Tianxin rural cooperative bank,which exhibits some aspects of the bank running optimization from business process optimization,management process optimization and optimization of the organizational structure.From the perspective of optimization of business process,it describes the credit business,accounting affairs,open account business and bill business,etc,of Tianxin rural cooperative banks in details.Concerning the management process optimization,it proposes some perfecting measurements covering the fields among the optimization measures decision-making,planning finance,information platform and risk control.Regarding the organizational structure,it presents the construction of flat organizational structure,foundation of foreground,medium and background management of organization and responsibility system.Finally,this paper discusses the implementation of the process optimization and safeguard measures.While illustrating the implementation period research,this paper comes up with the idea that we should re-establish the work team,clarify the reengineering process,reengineer the process and determine the trial operation steps.In the aspect of the implementation of security,it points out that we should mark high priority on the human resource management,system construction and cultural security measures.This paper researches the problems of process bank existing in rural small and medium-sized financial institutions,such as the small scale assets,low-level customer service and the high risk.It focuses on business process optimization,including organization structure adjustment,human resource management and information system transformation.The author hope this paper could be of some reference value for the banks of identical types and similar scales.
