| With the advancement of global economic integration, the corporate social responsibility theories derived from the West have been gradually emphasized and accepted by the Chinese government, enterprises and educational circles. In addition, both the achievement of benefits and the voluntary performance of social responsibilities have gradually become the new value pursuit for more and more Chinese enterprises including private companies. The Third Plenary Session of the 16th CPC Central Committee determined the significance and status of the private companies to participate in the public products and services, thus more and more private companies enter into the public utility field which has been monopolized by the state-owned enterprises. The sociality and public-welfare property of public utilities demand the practitioners to better perform the social responsibilities, which is conflicted with the nature of benefit pursuit for the private companies. How to both seek the own benefits and actively undertake the social responsibilities is the essential test for the private companies which join in the public utilities. Anhui RS Gas Company is one of wholly-owned private companies that currently participate in the gas industry and has been successfully listed in the "New Three Board". The paper took the Anhui RS Company as the case to profoundly explore the problem that how the private enterprises realizes the balanced strategy both for the achievements of social responsibility and own benefits when joining in the public utilities. Undoubtedly, the research must have some theoretical values and specific representative meanings.Except for the introduction part, the paper discusses mainly from the following aspects:The first part, namely the Chapter Two, introduced the relevant theories and international experience related to the balanced strategy for the achievements of both social responsibilities and own benefits by the private companies. Firstly, the paper explained clearly the concepts such as corporate social responsibility, social responsibility level and the stakeholder. Secondly, the feasibility of the balance between the social responsibilities and own benefits for the private companies was analyzed. Finally, the paper demonstrated the general strategies to balance the social responsibilities with the own benefits for the private companies which are included in the public utility field in the developed countries such as England and Japanese as well as analyzed and concluded the necessity of social responsibility management system, namely SA8000 Authentication, aimed at the Chinese private companies.The second part, namely the Chapter Three, is related to the general situation of Anhui RS Company and the introduction to operation situation, which emphasizes the development situation of Anhui RS Company. By the analysis and research of economic benefits and social responsibilities with respect to Anhui RS Company, the difficulties, problems and causes faced in the process of the balance between social responsibilities and benefits could be obtained.The third part is composed of Chapter Four and Five. Based on the theoretical bases and successful international experience in the Chapter Two and by the combination of the difficulties and causes existing in the process of balancing the social responsibilities with the own benefits for the Anhui RS Company analyzed in Chapter Three, the Chapter Four designed the social responsibility index assessment system in accordance with the characteristics of Anhui RS Company and evaluated the situation of social responsibility performance for the RS Company on basis of this index assessment system. Later, according to the evaluated results, the paper designed the strategic system to balance the performance of social responsibilities with the pursuit of benefits for the RS Company. The Chapter Five is about the specific measures to realize the balanced strategic system between the social responsibilities and benefits for the Anhui RS Company.The fourth part, namely the Chapter Six, is the summary and conclusion of the paper, and meanwhile gives some prospects for the next-stage researches.The innovations of the paper include:(1) after the private companies enter into the public utilities, the public property with the relatively strong sense of responsibility and the much stronger property of benefit pursuit for the private companies by comparing with the state-owned enterprises is a prominent conflict. How to balance effectively the conflict? What are the balanced strategic system and specific measures? But lots of current literature and researches have the features of the redundant principles and insufficient practicability. By the references of numerous literatures and the combination of the practical situation of Anhui RS Private Gas Company, the paper designed a kind of strategic systems to balance the social responsibilities and benefits for the Anhui RS Company and the feasible specific measures for the implementation of the strategic system, which is rarely represented in the previous researches. (2) Based on the construction of social responsibility index assessment system for the private companies, the paper integrated the "Pyramid Model" hierarchical theory related to social responsibility and the stakeholder theories, and then proposed that the specific measures for the balance between the corporate social responsibilities and the own benefits are to practically perform the responsibilities in terms of economy, law, environmental protection, security and charity of private companies. Meanwhile, the benefit needs of stakeholders shall be met. Therefore, the composite construction of such social responsibility system has the relatively strong innovative and realistic natures. |
