In the process of socialist modernization in China,the tax administration is changing a lot,more and more elaborative and professional.Human resources is one of the precious resource of the tax system in our country,It is very important to build a professional team,to set up a high-quality management and to promote national economic development and social progress.This paper analyzed the current situation of domestic administrative management in our country.Taking the tax management personnel in Qujing for example,it is used the idea of the modern administrative management and relevant theory to interpret the practical problems.Firstly,the author introduced the related ruels of human resources,the basic concept of the tax sources,and the development prospects in China.Secondly,it illustrated the background and the significance to strengthen the construction of tax professional talent team.Hereby,the main problem of the tax professional team has been found.Last but not least,the author put forward some advices to build our own professional team in Qujing.The full text is divided into five parts.Firstly,this paper analyze the topic research background and significance,research status at home and abroad,research ideas and methods of this article are introduced;The second part,from the perspective of the relevant theories of human capital,this paper expounds the concept of human resources and human capital and differences of the two,summarizes the tax sources the basic ability requirement of professional management personnel and technical requirements;The third part in the light of the basic situation of qujing city tax bureau talent construction and problems existing in the tax professional talent team construction of introduces the research and analysis;The fourth part of the United States,Australia and China's nanning local tax talent development experience,to draw lessons from the domestic and foreign advanced tax talent development ideas and methods;The fifth part to strengthen the construction of qujing city land tax system,tax professional management personnel put forward the corresponding countermeasures and Suggestions.
