A City Commercial Bank was founded in 1998, is the city of the Ministry of Finance and many well-known enterprises equity joint-stock city commercial bank. The development of the enterprise is rapid. It has 30 branches,37 outlets in the whole area, and the staffs are more than 1000.Human is the core competitiveness of the banking industry, and effective human resource management is crucial to the development of a bank. But in the process of development, some problems exposed gradually in A City Commercial Bank, and these problems have seriously affected the reach of its strategic target. In addition, the market competitions among banks become serious. A City Commercial Bank urgently need a set of human resources management system based on its strategy, to ensure the reach of it, and effectively promote the competition in the market to obtain better benefits.Firstly, this paper focus on business strategy analysis.Then make a clear strategic development goals and refinement. Next, review the existing human resources management system, and the existing problems.At last, from the aspects, which include post setting, compensation, performance, training and others in detail.To optimize the problems by the use of strategic human resource management theory and the modern human resource tools.In summary, this including:based on the objectives for detailed, establish clear responsibilities, qualifications and job sequence can support the strategy to reach; based on the assessment in the sequence and position value, design combined with the market level of salary system; according to the qualification and position sequence, improve employee occupation development channel; established the performance appraisal system in accordance with the requirements of A City Commercial Bank strategic and job responsibilities, job evaluation; according to the value assessment, find the job in the blank area, and then, according to the strategic demand for talents, to determine the training or the training system, improve personnel structure.By doing this, can finally support make the HR system support the bank’s strategy.
