Research On Relationship Between Regionali Nnovation Capacity And Business Climate Of The Small And Medium-sized Enterprises

With the "new normal" of Chinese economic development,the small and medium-sized enterprises(SMEs)in China will also face a new pattern of development,and the regional innovation capability is becoming more and more important to boost the business climate of the SMEs.This paper argues that the business climate of SMEs can be seen as a sign of the regional economic development level,and the regional economic structure is an important situational factors which have an effect on the relationship between the regional innovation capacity and the business climate of SMEs.As little has been done in the research on the effects of the regional innovation capability for the business climate of SMEs,researching the impact of regional innovation capacity in the business climate of SMEs and introducing the the regional economic structure as a moderator variable to explore its effect on the relationship between the regional innovation capacity and the business climate of SMEs are of significant theoretical and realistic significance.This paper uses the 31 provinces(municipalities/autonomous regions)of China as a large sample,empirically measurement the regional innovation capacity and the business climate of SMEs with the methods of factor analysis,principal component analysis and synthetic index method which are based on thestatistical data of each provinces from 2010 to 2013.And empirically tests the relationship between regional innovation capacity and the business climate of SMEs as well as the impact of regional economic structure on the relationship between the two through the multiple regression analysis method on this basis.Specific results including:(1)Regional innovation capacity has significant positive role in promoting the businessclimate of SMEs;(2)Regional economic structure has an adjusting impact on the relationship between the regional innovation capacity and the business climate of SMEs,while the adjust effects of its three dimensions are different,that is to say,regional industrial structure negatively moderates the relationship between the regional innovation capacity and the business climate of SMEs;regional enterprise structure has insignificant impact on relationship between the regional innovation capacity and the business climate of SMEs;regional ownership structure has significant positive regulatory role on relationship between the regional innovation capacity and the business climate of SMEs.This research conclusion deepens the comprehension of the relationship between regional innovation capacity,business climate of SMEs and regional economic structure,reveals the influence mechanism of regional innovation capacity for business climate of SMEs,indicates the different adjustment effect of the three dimensions of regional economic structure on the relationship between the regional innovation capacity and the business climate of SMEs,so as to provide an important theoretical reference for government to improve the business climate of SMEs from how to increase investment in regional innovation,how to improve the regional innovation environment and the productive capacity of regional innovation,as well as how to coordinate and optimize regional economic structure.
