| It is a difficult problem for governments at all levels in recent years,which is the shortage source and inefficient management of funds of large infrastructure project constructions.After the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,with a series of PPP related documents published,many local governments start to try this new project mode and get good results.The PPP project mode can resolve the contradiction between the backward infrastructure and the capital shortage,reduce the financial burden and external debt,improve the operation efficiency and service quality of infrastructure projects,promote infrastructure technology and operation management level to international standards.This essay takes the leachate treatment project of Shenyang Laohuchong Municipal Solid Waste Landfill Site for example,using systematic scientific methods of literature analysis,case analysis,comparative analysis,normative analysis and experience summarization,starts with analyzing the current situations in PPP mode,and finally reaches a conclusion of an implementation plan.With further analyzing of the value and finance of the leachate treatment project,it demonstrates the feasibility of the plan.Because the research of waste disposal program in PPP mode is still progressive,there are many problems and difficulties theoretically and practically.This essay only has a superficial understanding of these two aspects and therefore has some deficiencies.More researches need to be tracked and studied in the future. |
