To be the final level of the five levels government system in our country,town government is the direct participant to solve agriculture issues and the performer of the new countryside construction,it has important task to maintain social stability in rural areas,guarantee grassroots power smooth running and promote economic development of rural community.Now the agricultural township government of Pulandian districts are generally under double-deck financial pressure to offer high quality public goods and service to rural population and ensure all kinds of undertaking of the level of government running smoothly.How to solve the financial problems of agricultural township in Pulandian district,release financial pressure completely and effectively,these are all the problems to be solved after the Pulandian turning city into district.This paper based on the actuality of agricultural township finance in Pulandian,sort out and induce many problems in actual operation after system of tax allocation and cancellation of the agricultural taxes,the main finance problems exist in agricultural township of Pulandian district at present are:the weak industry basis and extensive management of agriculture,sharpening contradictions of financial revenue and expenditure,increasing expenditure on stabilisation and service of public goods and financial data fraud.Through research on industrial development,environmental planning policy,financial and business authority in grass-roots government,financial assessment and maintaining social stability,this paper elaborates the reason for agricultural township financial problems.Through research on the current fiscal policy and operation mode,based on the other's research accomplishment and combined with experience and enlightenment on financial operation of grass-roots government at home and abroad,put forward short-term,medium and longer term proposal to solve the agriculture township finance problems in Pulandian district at present.Research on agriculture township finance problems in Pulandian district,aims at taking the agriculture township in Pulandian district out of the fiscal mess after turning city into district,effectively perform grass-roots government tasks and provide policy choice,provide reference to superior government policy decision.
