The Predicaments And Countermeasures Of Township Finance In The Underdeveloped Area Of Central Region

The rural tax cost reforms make the township financial difficulties exacerbated,which led to the consequence that the township finance are difficult to sustain in majority of China's underdeveloped areas.In the long run,it will affect the daily operation of the basic level political power and the performance of the management functions of government departments to a certain extent.At present,how to further deepen the reform of the township by solving the township financial problems to consolidate and strengthen the construction of basic level political power are the top priority of the basic level government.Therefore,the study of this issue has theoretical value and practical significance.This paper analyzes the M Town's financial revenue and expenditure as well as debt through literature reading,case study and data analysis and comparison and so on.Introducing the forms of M Town's township financial predicament,further analyzes the major reasons causing to it;basing on those and combine the historical experience,proposing the path and countermeasures to solve the plights of township finance in underdeveloped areas.This paper is divided into 6 chapters in structure,Introduction in Chapter I;Summarizing the related theories in Chapter II;Analyzing the financial predicament in underdeveloped areas by take the instance of M Town in Chapter III;The experience and enlightenment of rursal financial system reform in developed area in Chapter IV;Proposing the path and countermeasures to solve the plights of township finance in underdeveloped areas in Chapter V;Conclusions and Prospects in Chapter VI.This Paper Proposes the path and countermeasures to solve the plights of township finance in underdeveloped areas in four aspect.Firstly,cultivating pillar sources and developing the township economy through introducing foreign investment from various channels to vigorously promote the development of the local economy,by encouraging local peasants to transform to"entrepreneurial economy"from the"labor economy",which will bring further revenue to the local financial pillar.Secondly,improving the township financial system and correspondingly introducing a number of supporting reforms,to ensure the implementation of its system,to reduce the burden of local finance and improve the efficiency of funds;Thirdly,improving the financial transfer payment,to fundamentally resolve the historical burden of the township,thus narrowing the gap between financial revenue and expenditure;Fourthly,perfecting the supervision mechanism of rural democracy to regulate the financial behavior of Township Finance...
