Study On Influence Of Hunan New Plant Variety Protection To Seed Industry Development

Science and technology is the decisive factors in comprehensive national strength competition. Intellectual property is increasingly becoming the focus of the economic development of all countries, and independent intellectual property rights is an effective way to improve the international competitiveness of a country. New plant varieties protection is newly-developing intellectual property rights.new plant varieties protection's purpose is to effectively motivate the enthusiasm of plant breeders, enhance their enthusiasm for agricultural breeding, enhance the ability of agricultural breeding independent innovation, which is conducive to the development of seed industry. New plant varieties protection is developing rapidly, and so is the innovative ability. Hunan is a big agricultural and strong seed province. Study the plant variety protection influence on hunan seed industry,can promote the innovation of seed production, strengthen the development of seed enterprise, speed up scientific research institutions, enterprises and schools to give full corporation, strengthen the development of domestic seed industry to a certain extent, which can occupy the domestic seed key battleground, against foreign multinational seed enterprises, safeguard national food security.This paper uses literature material method, field survey method, expert interview method, analysis method. Firstly this paper studies on Hunan seed industry development situation of new plant species protection, on the influence of new plant varieties protection for breeding of seed industry and seed enterprises in Hunan, and on seed planting extension in Hunan. Based on the study of the new plant varieties protection management and policy, this paper finds out the main problems existing on the seed industry of the new plant varieties protection are that new plant varieties property rights consciousness is relatively weak, that main crop varieties to apply for protection of species and distribution is unreasonable,that the linkage of the main crop varieties breeding innovation mechanism is not strong, that seed industry leading enterprises is relatively few, that the area of the main crops to promote is unbalanced, and that the disputes of rights to new plant varieties trial related policy is relatively weak. Secondly the main reasons for those above problems are analyzed.Finally this paper puts forward major measures to promote the development of new plant varieties protection and seed industry in hunan. Mainly includes to strengthen the system of new plant varieties protection knowledge propaganda and popularization from social guiding education, universal education and professional training, plant protection personnel and team management and training aspects; to simplify application process, shorten authorized time and increase the number and balance of new plant varieties; to build up the linkage mechanism, establish property rights trading market, strengthen the management of the new plant varieties of plants'transfer of the right to the use; to build breed enterprises which have high standard seed processing center and production base, large modern enterprise talents, intelligence and research support the of "base?center? talent pool" development system; to scientificly plan, strengthen financial and policy support; and to improve the management system, increased security measures, perfect the laws and regulations, etc.
