Due to the rigorous policy on controlling the exploitation and construction of temples in China and the discouragement of financial investment to temples,the construction of temples usually adopts two modes:full amount of investment by the government and private investment,especially the latter one.However,as a specific public welfare project with huge donated property,the construction of temples may trigger serious problem if it cannot be supervised properly by the government.Take the demands of social life,cultural inheritance and restriction of national policy into consideration,it is indeed a challenge for the government to provide quality service of public welfare,supervise the huge donated property efficiently,and produce more benefits for public welfare.Based on the present financing situation of tourism project and public welfare project with the model of Public-Private-Partnership(PPP),this thesis proposes a study on the risk management and PPP model application of the KunlunguanGuandiTemple project.First,it analyzes the application of the public welfare project with PPP model,such as the tourism project of historical benefit and economic benefit as long as the key parts of PPP model—routing selection,risk sharing and risk management,are well solved.
