Public-private partnership project are public and private sector partnerships that provide public services or infrastructure in a variety of ways.Compared with the traditional project model,the essence of public-private partnership project lies in giving play to the competitive advantages of the private sector and creating more value.However,in practice,the continuous lack of cooperation and cross-border behaviors of the private sector have a destructive impact on the project value,and the lack of effective management of the uncertainty of its behavior is the main reason for the hindrance of the value added of most projects.Therefore,it is of great significance to explore the factors of promoting private sector cooperation and find effective project governance means to improve the management level of public-private cooperation projects in China.In fact,in the study of value improvement,scholars mainly use compulsory means such as control right and supervision to improve the completeness of contracts and curb opportunistic behaviors caused by information asymmetry.Due to the long duration,unstable external policies and multi-stakeholder interface,the effect of this governance mode on the project value is not satisfactory."Real debt","fixed returns","rip-off","free riding" and other problems.The relationship elements,such as trust and fairness,which rely on social exchange theory,have attracted scholars' attention.Starting from the theory of social exchange,justice,as a basic element affecting economic relations,can enhance the cooperative willingness of participants,stimulate cooperative behavior and promote cooperative performance,and bring new enlightenment to solve the dilemma of public-private cooperation projects under high complexity.Although scholars in the field of public-private partnershipprojects have begun to realize the importance of justice they lack the in-depth discussion on the mechanism and influence path of justice perception on the value added of projects.In this context,based on social exchange theory and value chain theory,this paper takes "internal incentive--external action--practical effect" as the paradigm,and constructs a theoretical model among justice perception,cooperative behavior and project value increment in the context of public-private cooperative projects.Structural equation and Bootstrap analysis were used to test 273 valid questionnaires.The results show that:(1)different dimensions of justice perception of cooperative behavior,the importance of the value of the project is not the same.(2)compared with intra-role behavior,extra-role behavior is more significant for project value increment.(3)cooperative behavior plays a mediating role between justice perception and project value appreciation,among which,the mediating role of extra-role behavior between interactive justice and project value appreciation is significantly greater than that of intra-role behavior,but there is no significant difference between procedural justice,distributive justice and project value appreciation.The research results will expand the application of the theory of organizational justice in the context of public-private partnership projects,help the public sector to understand the justice strategies in cooperation,and provide guidance for improving the cooperative behavior and project value of the private sector.
