The Situational Analysis Of Agricultural Subsidies' Poverty Reduction Effect Under The Perspective Of Technical Efficiency

World-famous achievements were made in the cause of China's poverty reduction,In developing countries,China was the first one to complete the millennium development goals of United Nations.Poverty people felling sharply in China,we have made outstanding contributions to world's poverty people reduction.By 2014,China reduce 660 million poor people,basically solve the problem of rural subsistence.Data shows that there was 70 million poverty people nationally in 2015.According to the international standard,about 200 million people are still living under the poverty line.In generally,our most poverty reduction ways is equivalent to a passive "blood transfusion" for the poor."Hematopoiesis" function of the poor does not been strengthened.Thus has caused the fact that the living standard of many families which have got rid of poverty is still near the poverty line.So the anti-poverty phenomenon is serious.Eliminate poverty has long been a dream for the human,and is one of human's basic rights to pursuit the happiness life.In the 2015 top BBS of poverty and development,President Xi said that "over the next five years,we will make the existing standards' 70 million poor people out of poverty",to build a well-off society in an all-round way to realize the great rejuvenation of the Chinese nation.The rural poverty reduction is dependent on the agricultural development.Since 2000,the government gradually implement the "four agricultural subsidies " policy.It includes direct subsidies to grain producers,agricultural material subsidies,subsidies for growing superior seed varieties and subsidies for purchasing agricultural machinery.The government's spending on agricultural subsidies increase year by year.From 2009 to 2016,the subsidies increased from 127.45 billion RMB to 201.1 billion RMB.The area covered by agricultural subsidies expands unceasingly.The species of crops which get subsidies grows reach.And subsidies almost benefit all rural population.According to whether subsidies directly linked to the agricultural production,we divided "four agricultural subsidies" into two categories.The first one is comprehensive income subsidies,including direct subsidies to grain producers and agricultural materials general subsidies.The purpose of them is to safeguard farmer income respectively at the respective of agricultural output prices and input prices.They has no link with agriculture and belong to the income subsidies.The second type is productive special subsidies,including subsidies for purchasing agricultural machinery and subsidies for growing superior seed.The main purpose of such subsidies is to improve the competitiveness of agricultural production,and is directly related to production.Considering agricultural subsidies can through increasing agricultural income and non-agricultural income to help poor families reduce poverty.From respective of technical efficiency,we explores poverty reduction effect of subsidies by increasing poor agricultural income.Based on the 2012 data from China Family Panel Studies(CFPS),the paper make the following work:(1)Through stochastic frontier model,we estimate the technical efficiency of agricultural production,and make the head of the household education value,agricultural machinery,intermediate inputs as control variables,discusses the influence of the comprehensive income subsidies and production special subsidies on technical efficiency.(2)Making Education of the head of the household,the price level,dependency ratio as control variables,putting the technical efficiency,comprehensive income subsidies and production special subsidies into the model as the dependent variable at the same time,we build 0.2,0.5,0.8 quantile regression model.On one hand,we can explore the influence of the technical efficiency(as mediation)on the per capita net income,on the other hand,because of we making the technical efficiency as the mediation to increase agricultural income,putting the technical efficiency and the other variables as control variables at the same time,we can also analyze the influence of comprehensive income subsidies and production special subsidies on non-agricultural income family through the per capita net income of quantile regression model.(3)To understand the poverty reduction effect of comprehensive income subsidies and production special subsidies by two poverty reduction route.At the same time,in order to explore that how is the poverty reduction effect,If based on the agricultural subsidy policy,the government adopt other measures,such as increasing education.We conduct simulation research on agricultural subsidies poverty reduction effect in the paper's the fifth chapter.(4)Land use efficiency,labor efficiency instead of technical efficiency to conduct robustness test.No matter how measure agricultural production efficiency,the relevant conclusion will not change significantly.The results show that the comprehensive income subsidies have a weak positive influence on technical efficiency,have a weaker positive influence on the per capita net income of rural households in 0.2,0.5 quantile,have a weak negative effect on per capita net income of rural households in 0.8 quantile;Productive special subsidies have significant positive influence on technical efficiency,have significant positive effect on the per capita net income of rural households in 0.2,0.8 quantile,have a weaker positive influence on the per capita net income of rural households in 0.5 quantile.Through simulation,through a combination of two paths,agricultural subsidies can get good poverty reduction effect,increasing agricultural subsidies can significantly reduce rural poverty rate;Compared with comprehensive income subsidies,production special subsidies has better effect of poverty reduction;Based on agricultural subsidies standards,the government conduct increasing education,reducing the cost of raising,control the price,can get a better poverty reduction effect.So,when the government increase the agricultural subsidy standard,should pay more attention to increase subsidies for purchasing agricultural machinery and subsidies for growing superior seed,and implement increasing education and other poverty reduction policy at the same time to achieve the 2020 target of eliminate absolute poverty in rural areas.
