Optimization Of Fiscal Expenditure Structure Of Fujian Province

Since the reform and opening,because of the government's policies,Chinese economy has been the rapid development.In the process of the rapid economic development,it appeared to a phenomenon that regard GDP as a government official performance criteria.It led to that local government pay too much attention to economic development,because of it,a series of problem appeared,such as economic structural imbalance,imbalance between urban and rural development,public services can not meet the needs of the community,etc.This is not conducive to the healthy development of Chinaese economy,not conducive to the promotion of social welfare,it different from the concept of coordinated and shared development,which proposed by the 13th Five-Year plan.Central government was trying to change the situation,proposed to accelerate the transformation of government functions repeatedly,optimized the structure of fiscal expenditure,etc.Trying to improve economic quality and efficiency,people's livelihood and enhance the level of social welfare by transformation of government functions and fiscal expenditure structure optimization.2016 government work report presented again,"Innovation expenditure,optimize the structure of fiscal expenditure,increase support for weak links such as people's livelihood,give prominence to the supply-side reform";13th Five-Year plan also made clear to "optimize the structure of fiscal expenditure,correcting unsustainable spending policies,adjustment is ineffective and inefficient spending,duplication and vacate misplaced spending."Based on the above background,this paper describes the functions of local government,infrastructure local fiscal expenditure structure,social welfare and other related concepts,theories,and the intrinsic link.Firstly,analyzes the transformation of Fujian local government functions,the scale of development expenditure and structural changes of Fujian local fiscal expenditure,and raise some problems.Secondly,select 2001-2014 data of local fiscal expenditure and people's economic and social life of the nine cities in Fujian,building social welfare index system by entropy method,application Panel Data Model SUR regression analysis doing an empirical research of the association of public expenditure and social welfare.The conclusions are following:first of all,local fiscal expenditure of economic construction and social welfare lifting are negatively correlated,such as Fuzhou,Xiamen,Longyan;other cities are positive relationship.Second,current year,for all most cities,improving fiscal expenditure of science education medical and culture is good for social welfare lifting in the next year,but not including Quanzhou.Thirdly,apart from Fuzhou and Xiamen,oyher cities' administrative expenditure and social welfare lifting appear negatively correlated.Fourth,except Longyan and Nanping,there are positive relationship between other cities'social security spending and social security spending.According to the results of empirical analysis,first of all,proposed the objectives,principles and general idea of local fiscal expenditure structure optimization.Then based on issues and empirical results previously proposed,for the actual situation in different regions were asked the following optimization program:First,appropriating reduct the economic construction expenditure of Fuzhou and Xiamen,enhance the effectiveness of Longyan's economic construction spending,an appropriate increase in the remaining cities.The second is increasing and optimizing the science,education spending,to ensure capital investment,improve the construction system,particularly,emphasis on the positive effects of Quzhou's science,education expenditure.Third,controling administrative expenses of Fuzhou and Xiamen,compression administrative expenses of the remaining cities.Fourth,increasing social security expenditure of Nanping and Longyan,financing supervision,expanding to the rest of city spending on social security coverage.Fifth,strengthening expenditure management,establish and improve financial expenditure evaluation system.
