| During the period of “the twelfth five years”,in order to construct the ecological and livable city,and also expand the scale of the gas which is used as the clean energy,the gas industry of Tianjin have made rapid development in the scale of gas supplying and infrastructure construction.Meanwhile,the safety hazards which are caused by the illegal occupying on gas lines,the old pipe network to be transformed,the dismantling of gas facilities by residents themselves,and the security problems which are caused by the low management of the third party construction,lacking of regular liquefied petroleum gas business site in central city,the mix gas supply pattern,and other problems have appeared gradually.It needs to be further strengthened on the planning of management system and the emergency management.Therefore,to improve the gas safety monitoring system of Tianjin is very important.Firstly,the study expounds the basic theory of the public safety management and the safety supervision.And then based on the characteristics of urban gas industry in China,it gives the description of the necessity of the industry safety supervision and introduces the safety supervision patterns and experiences of the two developed countries----Australia and Germany.Secondly,the study expounds the development status of the gas industry in Tianjin,and analyzes the current situation and problems of the gas safety supervision in Tianjin in details.Finally,on the basis of the analysis and the demonstrations above,the study puts forward the countermeasures and suggestions on improving the gas safety monitoring system of Tianjin.The suggestions are building the strict legal system,setting up the improved planning management system,strengthening the main responsibility of the safety gas supply of the gas enterprises and the safety training and education of employees,building the operation mechanism of high pressure gas transmission pipeline network,and the strengthening of the configuration of the gas safety facilities,and the realizing of the online monitoring of the gas industry. |
