At present,the topic and discussion about the resignation show a growing trend.Whether it is in the government public sector or in the enterprise,the voluntary resignation of the employees is becoming more and more common,which is closely related to the development of the society.From the perspective of public management,the resignation of employees has an impact on the normal performance of the work of a local government,and even has an impact on the stability of development and reform in a region.And another large group under the field of public management----state-owned enterprises also need to be concerned about.State-owned enterprises mainly refer to enterprises that are invested or controlled by the state government.The state and the government have provided much support and help for all state-owned enterprises.The predecessors of some of state-owned enterprises are actually government sectors,such as the communication sector.Although with the continuous development of society and economy,China's political system and economic system are constantly being reformed and innovated,and now a lot of changes have inevitably taken place in state-owned enterprises,our country's state-owned enterprises are still controlled or owned by the government to a certain extent,still bear the corresponding government responsibilities and social responsibility.State-owned enterprises have been being considered to be units with high income and less work pressure and stable before,thus are recognized and favored by the public,but now the phenomenon of resignation of employees also shows a gradual upward trend.Resignation of employees will inevitably cause losses,both explicit and hidden,to the unit,on the other hand,the mobility of employees also increases the vitality of the unit.In short,in order to let the unit be in a long-term and stable development state,the overall situation of voluntary resignation of internal employees must be controlled within a relatively reasonable range.Now,the voluntary turnover of employees has become a great concern of all sectors of society and there are many related researches.In this paper,the state-owned enterprises represented by XX Telecom are investigated by taking the intention and behavior of voluntary resignation of employees of the state-owned enterprises as the objects of the study,and the resignation model as the theoretical basis as well as the use of literature,questionnaire survey,statistical analysis and interviews and other methods to analyze the cause for why the employees of the state-owned enterprises will leave voluntarily and put forward some of the views about and suggestions for the effective control of resignation of employees correspondingly so as to make a little contribution to the development of state-owned enterprises and reduce losses caused by the resignation of employees so as to promote the healthy development of enterprises.
