Correction Of The Distortion Allocation Of Financial Poverty-relief Funds In The Village

Since the reform and opening-up, thanks to rapid economic growth and poverty-relief policies, financial poverty-relief funds become more and success has been achieved in the poverty-relief area. In the 13th Five Year Period, the government proposes the"Precision Poverty Alleviation" policy which puts forward higher requirement to the allocation mechanism of financial poverty-relief funds.In recent years, research shows that in the poor areas, the allocation of financial poverty-alleviation funds is distorted showing as inaccuracy, unfairness and injustice.Strong group take up the financial aid-the-poor funds of the disadvantaged groups who are the initial target. In this context, along the research direction of allocation of the poverty relief funds, researchers deepen the study from macroscopic level to microcosmic level. Research shows, although China strengthened the targeting accuracy of the allocation of poverty alleviation funds, in fact, the trouble of unequal distribution has not been solved. Some researchers point out that the distorted distribution is not simply a technological trouble,but a governance predicament. When "Poverty"dissimilates to "Resource",the allocation of poverty-relief funds becomes a governance paradox.Based on it, this paper regards poverty alleviation as one part of rural governance,and searches the poverty alleviation by microcosmic perspective. It Deep goes into the countryside and sorts out the relationship between government and individuals, and summarizes the twist relationship by using regulatory capture theory, elite capture theory and rent-seeking theory. It also shows the change of roles inside the poor villages.And then, this paper digs into the producing source, producing condition and introduced factors to describe the twist allocation problem, and from three dimensions. Paper focus on the rectification of unequal allocation of poverty relief funds by analyzing regulatory capture, elite capture and rent-seeking in poverty reduction and the causation. Through the analysis, paper puts forward the corresponding design, in order to achieve the justice distribution of financial poverty relief funds, so as to achieve the Targeted Poverty Alleviation requirements.
