Residential as the most important property of urban and rural residents, should cause the government to attach great importance to the main object of protection.May 11,2016,the insurance and the Ministry of Finance jointly issued, "the establishment of urban and rural residential earthquake catastrophe insurance system implementation plan", "implementation plan" landing marks the construction of China's catastrophe insurance system has a milestone Breakthrough, to the earthquake as a breakthrough to urban and rural residents as the object of the catastrophe insurance system formally introduced, and its smooth promotion and implementation is bound to reduce the burden for the government, for the majority of urban and rural residents for the well-being.In this paper, the "implementation plan" as the analysis of the basic point to the 2008 Wenchuan earthquake as a case model, the earthquake risk caused by huge losses, urban and rural residents of the increasing demand for earthquake insurance, China's earthquake insurance system started late And the necessity and feasibility of the implementation of residential earthquake insurance system for urban and rural residents.It is a realistic choice to meet the national conditions of our country. This paper draws lessons from the advanced experience of the earthquake insurance system in the United States, Japan, New Zealand and Taiwan region, and puts forward the effective policy suggestions which are beneficial to the development of Chinese mainland's earthquake insurance system.
