The problem of human resources in institutions is always a hot topic since the reform and opening up.With the reform of our institutions deepening system reform of scientific research institutions of personnel management has entered the implementation stage,but with the deepening of the national demand for the work of science and technology,the construction of scientific and technological personnel exposed many management problems.Especially in the background of public welfare institutions under the system,with respect to increasing and gradually improve the administrative personnel performance appraisal,performance evaluation of scientific research personnel work is lagging behind and weak,the lack of effective performance management mechanism.In the new historical period,according to the internal demand of the development of China's public scientific research institutions,with the thought of"people-oriented" as guidance,comprehensively strengthen and improve the performance evaluation of scientific research personnel,the scientific research institutions of administrative staff performance appraisal truly rich "performance",this is the most important issue facing the scientific research in the process of reform and management unit.In this paper,through the research on the relevant theories of performance appraisal as the basis,in-depth analysis of the basic conditions of JK institute,proportion of organization structure,personnel,development strategy,business module,the characteristics of scientific research personnel,performance appraisal,management status and existing problems.JK institute,based on KPI performance appraisal methods,such as job analysis of scientific research personnel,according to the overall development strategic target,JK institute for JK institute of scientific research personnel and improve the optimization performance appraisal management,develop JK institute of scientific research personnel performance appraisal,design thinking,design process,the purpose of the performance evaluation index of the selection and establishment,implementation measures.Develop practical performance appraisal system,improve the level of JK institute of performance appraisal.Based on the theory of performance appraisal management,study out make sure JK institute researchers some safeguard measures of performance appraisal management carried out smoothly.In this paper,by applying the theory of performance appraisal of optimization of JK institute performance appraisal management system,solving the problems exiting in JK institute of performance appraisal,set up a scientific and reasonable performance appraisal management system,and excite the work enthusiasms of scientific research personnel,to ensure the smooth implementation of the company's overall strategy,make it really fair performance appraisal,push forward the healthy development of the JK institute.
