Study On China's Government Subsidies Of New Energy Vehicle Industry

Under the influence of increasingly scarce resource constraints and increasingly serious environmental constraints,the strategic emerging industries represented by the resources and environment-friendly new energy industries have gradually become the focus of the industrial layout of each country.Among them,accelerate the development of new energy automotive industry has become an effective way to ease the energy and environmental pressures.New energy vehicles and reduce pollutant emissions due to the use of clean energy as power,investment in new energy vehicle project to avoid damage to the environment,investment projects in a positive externality to the public,but the new energy automotive investment projects have a greater cost for the external process is in,for investment in new energy vehicle project the automobile manufacturers,the development of new energy vehicles not only faces the technical risk,large-scale business restructuring and other issues,but also needs enormous investment,that is to say,the producers take a greater cost,revenue generated(environmental protection and energy saving)is the whole society to share.Thus,in the complete market mechanism,relying solely on market mechanisms can not promote the development of new energy automotive industry in the initial stage,the formation of market failure.At present,the direct driving force of the development of new energy vehicles is related to the government's support policies,therefore,in order to accelerate the development of new energy vehicles,the government is necessary to support policy.September 2016 onwards,the Ministry of finance has announced a new energy vehicles cheat fill typical case.In view of the abuse of the government special subsidy funds,taking into account the phenomenon of "fraud",this paper analyzes the implementation effect of the government subsidy policy of the new energy vehicles from two aspects of policy design and policy implementation.And on this basis,starting from the "cheat fill" phenomenon of the behavior and means of "cheat fill" preliminary determination,in-depth analysis of causes of "cheat fill" the key risk point to the special allowance funds are China's new energy vehicle policy of government subsidies in the abuse of systematically.In order to prevent cheat up behavior,improve the government subsidy policy and put forward suggestions on strengthening supervision.According to the policy design,first proposed new energy vehicles,government subsidies to support the quantitative model for the existing government subsidy policy tightening from the reasonable amount of subsidies,subsidies to determine a reasonable exit time making suggestions for new energy vehicles,special subsidies to support.In view of policy implementation,the paper puts forward some suggestions from the perspective of government supervision and government audit.
