Car is an important product in the development of industrial society.With the improvement of living standard and income level,the necessary traffic tools in the car become important.Auto manufacturing as capital-intensive and labor-intensive industries,also play a great role in promoting the growth of national economy.However,traditional cars are burning fossil fuels as the main source of power,the wide use of fossil fuels on the one hand,contributing to global energy crisis,human is facing the threat of resource depletion;On the other hand,a large number of harmful gas emissions,for human health and atmospheric environment caused great damage.Through technical innovation methods,energy-saving automotive research and development become the necessary way to achieve sustainable development.Manufacturing and support domestic energy-efficient technology research and development of the auto industry,has become a national finance key direction.Because the fuel-efficient cars contain huge social benefit,but owning to its large r&d costs,long market cultivation period,low economic benefits,the prophase development failings marketing plight of fuel-efficient cars.Some of these problems need to be solved,and it needs the participation of the government.So,in order to promote faster development of the auto industry,energy saving need to give full play to the role of the government "the visible hand".At present,the energy saving research and development of the auto industry is still in its primary stage.The technical research and development is not yet mature.Industry chain is not yet perfect.Scale effect has not yet formed.The market situation is not yet open.To improve the above is not only need to speed up scientific and technological innovation to provide intellectual support,but also need financial support to lay the material foundation.Energy-saving vehicle development both in the perspective of energy saving and environmental protection point of view,has significant social significance,therefore,to promote energy conservation industry development need to be made by the government macroeconomic regulation and control function,through funding support and related policy support.In China in June 2010 issued the "energy-saving products project" fuel-efficient cars(below 1.6 liters and passenger car)implementing rules for the promotion of fuel-efficient cars promotion models and the policy specified by enterprise qualification conditions,which subsidies standards and methods,to promote and subsidy amount of application and payment to Suggestions are put forward.The concrete content is as follows:The first chapter is introduction.The article selected topic background and indicate the fuel-efficient cars of fiscal subsidy policy theory and the practical significance of research;Then on the basis of a large number of literature reading,the paper sums up the experiences of developed country advanced energy-saving auto finance subsidy policy and the present situation in this field in our country.The main research direction is put forward.The second chapter,financial subsidies to fuel-efficient vehicles,new energy vehicles and related concepts are reviewed,gives a clear definition,at the same time put forward in this paper,the reference of related theoretical basis,including product cycle theory,finance theory and public goods theory.Finally,this chapter of thesis research methods was introduced,the article respectively using the literature research and content analysis,integrating the latest data,combined with energy-saving auto policy development present situation at home and abroad,lays the foundation for the analysis of this article.The third chapter,combining the actual situation in our country,analyses the energy saving car,the necessity of fiscal subsidy and policy of the status quo,combined with specific policy details the fuel-efficient cars the main content of fiscal subsidies,analyzes the government expects to achieve the policy meaning of fuel-efficient cars subsidies.The fourth chapter,details the fuel-efficient cars of fiscal subsidy policy on the problems existing in the practical
