China 's Fiscal Decentralization And The Supply Of Public Goods In The Environment

In recent years,China's rapid economic has rapid growth,at the same time many environmental problems is becoming increasingly deteriorating.Environment is a typical example of public goods,people pay more and more attention on the living standard.On the impact of environmental factors,some scholars from the perspective of economic growth,but also from the institutional aspects of the start.We look at this problem from the perspective of Chinese fiscal decentralization.Based on the government behavior under the multi-task principal-agent model,the corporate behavior under the game model and the influence mechanism of the residents' preference,the Chinese-style fiscal decentralization is characterized by the emphasis on GDP The government's incentive structure,thus ignoring the effective supply of environmental public goods.In the Chinese fiscal decentralization of this system under the incentive of the local government to increase revenue,access to promotion opportunities,vigorously develop projects conducive to economic growth,increase foreign investment,and reduce environmental standards and access threshold,and even for some enterprises Of the illegal acts of asylum.So we come to explore the issue of Chinese fiscal decentralization and environmental public goods supply shortage.In view of the present situation of the overall pollution in our country,the empirical part adopts the data of 30 provinces from 2000 to 2013 to analyze the spatial panel model and demonstrate the effect of Chinese fiscal decentralization onenvironmental pollution.The final results show that there is a significant positive relationship between fiscal decentralization,fiscal deficit and rent-seeking corruption and emissions,which shows that local governments are sacrificing their ecological environment for economic gains under the pressure of performance appraisal.The three-dimensional model and the quantile analysis are more intuitively proof of this conclusion.In summary,the impact of Chinese fiscal decentralization on the supply of environmental public goods has been demonstrated.In the government financial system arrangements,improve the financial revenue and expenditure management system,to maintain the efficiency of pollution control and fair,financial rights to match the environmental finance into the public management system,the establishment of a fair and reasonable ecological compensation mechanism;in the enterprise itself,Scientific and technological innovation,improve energy efficiency,promote industrial upgrading,advocate "inclusive green growth" to achieve sustainable development;in public participation,promote the residents of the green lifestyle,strengthen social propaganda,supervision of government enterprises violations and so on.
