The Impact Of Patent Policy On Technology Innovation Of General Engine Mechanical Enterprise In Chongqing

As the core part of the intellectual property rights,patent is an important mechanism to promote enterprises to carry out scientific and technological innovation.The effective patent policy will guarantee the corporate carrying out the scientific and technological innovation sustainably and effectively.In this paper,it takes the government public policy as a starting point,and conducts a comprehensive analysis and study of the patent policy in Chongqing,analyzes the positive and negative effects of the patent policy on the General Engine Mechanical Enterprise,applying the patent policy to promoting its development of science and technology.This paper takes the General Engine Mechanical Enterprise in Chongqing as an example to see if the problems existing in the scientific and technological innovation originated from the government's patent policy.Through the research we get the appeal point of the General Engine Mechanical Enterprise on the patent policy,which plays a positive role in promoting the patent policy to adapt to different industries.By using Literature Analysis,combing research literature context and understanding the situation and relevant research results at home and abroad,the paper finishes patent and general theory of the machine.Through studying the patent policy design,detailed rules for the implementation in Chongqing,the paper carries on the analysis from the following four aspects,i.e.patent promotion policies,the usage,protection and management policy.Combined with empirical research,enterprise survey,interview,through data analysis,it finds that patent policy have positive effect on the innovation consciousness,innovation of science and technology innovation and technology innovation fund support for the General Engine Mechanical Enterprises.At the same time,the paper analyzes from the aspects of the general engine mechanical enterprises,under the current patent policy,the proportion of patent application that succeeds is small,and the quality of application for a patent is not high,the negative effect of the innovative talent and the shortage of patents.In order to demonstrate the effects of patent policy,the paper presents us some typical examples.It also analyzes the factors of patent policy of Chongqing on general engine mechanical enterprises technology innovation in structure and implementation,and combined with the empirical analysis,it provides four aspects of policy suggestions,i.e.patent service,patent protection countermeasures,patent guidance countermeasure and to set up the innovative talent incentive mechanism.
