Study On Regional Customs Clearance Integration Regulations Reform In Yangtze River Economic Belt

It is the fact that the general customs has implemented customs clearance integration in Yangtze River Economic Blet.This significant change from customs will not only efficiently affect the development of Yangtze River Economic Belt,but also improve the management power and coordination for area clearance.This dissertation researches on customs clearance integration policy in the area of Yangtze River Economic Belt,explores the similarities and differences between domestic and international policies.It describes the current issues and reasons for customs clearance integration policy with case researches and literature analysis.It tries to find the way for the implementation and the current difficulties based on the situation,history and orientation of domestic and international customs clearance integration,obtains the factors that can positively push the development of customs clearance integration in Yangtze River Economic Belt and provides advices for its process construction("one center","four bases").The research displays the conclusions.Firstly,the implementation of policy provides benefits for international trade enterprises for efficiency,cost and trade fluency.Secondly,the fact that some issues have not been resolved makes the policy cannot be implemented everywhere.Lastly,the elimination of barriers for customs clearance integration policy is the necessary condition for its successful implementation in national-wide.Simultaneously,this dissertation emphasizes key points in the process of customs clearance integration as well:communication improvement between customs in different regions;combination effectiveness and efficiency between regional clearance integration and regional inspection integration.Customs clearance integration in national-wide rather than in region only.Lastly,based on the result of current customs clearance integration,recommendations will be provided for the development and improvement of national customs clearance integration as references.
