The Regional Integration Of Yangtze River Delta And Customs Clearance Management Countermeasures Analysis

Presently, with the integration of global economy, Yangtze River Delta is developing rapidly. The regional economic integration of Yangtze River Delta has become an objective need when the regional economic development reached a certain stage. As an important state organ responsible for supervision and control over everything entering and leaving the Customs territory, the Customs should play the role of public product supplier, increasing social welfare, maintaining homeostasis between safeguarding and service-offering, reducing business and administrative cost and embodying market fairness and efficiency in the development of socialist market economy. The Customs Clearance Management Integration of Yangtze River Delta is one of the countermeasures that the Customs adopts to break the barrier caused by the present setup of administrative and customs districts, integrate the management resources of port and inland customs by computerized means, and with business law-abiding governance as the orientation, constitute a big virtual customs district so as to simplify customs procedures, minimize the customs clearance cost of the business and meet the needs of the regional economic integration of Yangtze River Delta.This paper illustrated the connotation of regional economic integration and the fundamental theories relating to foreign and domestic regional economic integration. It analyzed the objective inevitability, general situation, basic characteristics, main restriction factors of the regional economic integration of Yangtze River Delta, and also the challenges it brings to the Customs. The necessity and feasibility of the regional customs clearance management integration of Yangtze River Delta as well as the ways of implementation were further discussed in the paper. It also gave a detailed analysis of the reform and experimental situation of the Clearance Integration of Yangtze River Delta. By taking Ningbo Customs for example, the author studied the means to successfully carry on the regional customs clearance management integration of Yangtze River Delta.
