The Research Of PPP Value For Money

At present,China’s economy has entered a new normal model,facing a series of problems such as a prominent local government debt risk,great government funding needs,the whole society will be shifted to public-private partnership(PPP)model.As the PPP model helps to reduce the government’s financial pressure,to meet the public infrastructure construction,and has a special advantage in improving investment and management efficiency and other aspects,will become an important driving force of release of domestic demand potential,Value for money evaluation is an important criterion for assessing whether the PPP model can be used.Therefore,it is very urgent and necessary to study the value of PPP model.This thesis summarizes the basic theories and a concept related to the evaluation of PPP value,and studies the concrete role of value for money evaluation in the decision stage and project completion stage of PPP project implementation.It demonstrates that the importance of value for money evaluation in whether PPP model can be used.And then focus on the existing qualitative and quantitative value for money evaluation concept,survey specific steps and its advantages and disadvantages,and then make a scientific comparison with qualitative and quantitative of the two classic methods of superiority and limitations and the applicability of China’s basic national conditions.It is scientifically and rationally validated to verify the seasonality of the two methods of qualitative and quantitative evaluation in our country.This thesis chooses a city medical and pension integration project as the research object,introduces the basic information of the project construction content,the investment source and the return mechanism in detail,and systematically elaborates the implementation steps and the implementation of the qualitative evaluation of the value for money evaluation qualitative standard,thus validating the existing qualitative evaluation method,obtains the project through the value of qualitative analysis.On the basis of this,the value of quantitative evaluation analysis,including quantitative analysis steps、determine the discount rate,PSC value calculation,PPPs value calculation,the final project obtained by value for money evaluation quantitative analysis.Finally,three practical suggestions are put forward according to some problems in the actual analysis of the case,including perfecting the existing PPP specification data,supplementing the general method of qualitative evaluation into scientific and reasonable quantitative description,and the weight assignment combined with subjective and objective aspects,and deepens the sensitivity analysis of the evaluation model.
