Study On Optimization Of Tianjin Infrastructure Construction Project's Investment And Financing Mechanism

Urban infrastructure is an important guarantee of the existence and development of the city.In the pattern of economic globalization,the urban infrastructure of Tianjin has a tremendous development.However,in recent years,the rapid expansion of population and the timeworn infrastructure has put forward new demands of the infrastructure of Tianjin.Under these circumstances,the existing infrastructure can not meet the needs of urban development;one of the crucial issues is the investment and financing of infrastructure construction.The limited sources of capital,narrow channel,lack of modes and inefficiencies has seriously hampered the development of infrastructure construction of Tianjin.Based on these inprocess problems,this paper combed the political and economic reasons.We tried to find out the essential constraints factors of investment and financing and made brief ideas and concrete solutions to these problems.This paper put emphases on the research of following problems:Firstly,based on the literature review and the theory of urban infrastructure,the paper systematically analyzed the demand and scale of infrastructure of Tianjin;it pointed out the major sources and channels of capital and analyzed their differences.It also cleared the basic policy direction of the infrastructure construction,which ascertained the boundary conditions of studying the investment and financing of infrastructure.Secondly,it analyzed the current situation and problems of infrastructure investment and financing system.For instance,the lack of government financial support,the existing problems of the system,the excessive debt risk,the imperfectness of relevant laws and non-standard operations.This thesis also analyzed the cause and impact of these problems.At last,based on the current demands and scale of infrastructure construction and the existing problems,this thesis proposed the methods and countermeasures of optimizing the investment and financing mode and system.It provided a theoretical basis and practical measures for deepen the innovation of the investment and financial system.
