The Financing Risk Research Of Urban Infrastructure Projects Based On PPP Mode

With the rapid development of the process of urbanization and the economic, the demand of urban infrastructure projects is increasingly high, while the lack of urban infrastructure projects due to the single financing channels, which make urban infrastructure projects in very short supply and have the trend of gradually restricting the sustained economic development, at the same time, in the construction of urban infrastructure projects, the low income and high investment of the government’s has also become a worldwide problem. To alleviate this problem, this new financing mode——PPP (public-private-partnership) has played a critical role. The PPP financing mode makes up the funding policy support and planning capacity of government departments and the ample capital, advanced technology and efficient management of private enterprises together.However, due to the operational procedures of the PPP mode are more complex and urban infrastructure projects are unique, when the PPP mode is applied in urban infrastructure projects, the risk becomes more than the general projects and more complicated. Therefore, managing the financing risk of the projects is the key issue of the application of the PPP mode in urban infrastructure projects, exploring and researching it has very important theoretical and practical significance.This study has consulted massive literature, firstly obtained from the basic theory of urban infrastructure and PPP mode, introduced the meaning, the characteristics and the classification of urban infrastructure and the basic concept and characteristics of PPP mode, which provided a theoretical basis for below financing risk management. Then this article focused on financing risk management, identified and divided the risk factors in urban infrastructure projects under the PPP mode; on this basis, constructed the risk evaluation index system of urban infrastructure projects under PPP mode and built a assessment model which is based on entropy power fuzzy comprehensive evaluation model on using the related knowledge of the entropy power and the fuzzy comprehensive evaluation method; and established a risk-sharing model based on game theory. Finally took a specific urban infrastructure project to analyze.This paper was based on the perspective of the whole process of financing risk management, rather than just studied a particular aspect of the financing risk, which could supplied the theory and practice for the current whole process of financing risk management under the PPP mode in our country. The author wanted that the financing risk management of this category projects can provide some guidance for government departments and the private sectors.
