Research On The Problem Of Rural Idle Homesteads

Currently,Homestead idling has become a common phenomenon in rural areas of our country.The reasons of homestead idling distinguish from each other in different places.In the Eight Mu Village of Yan Qing District in Beijing,apart from some common reasons such as farmers entering city,inheritance relationship,villagers’ private ownership mentality and the idea of returning to the hometown,the homestead idling also has something to do with its distinct geographic position and the benefit analysis on local homestead’s idling and reusing,which also makes a few idle homesteads in this village lack in attention and management.More serious is the prominent hegemony of village development,which needs our reflecting and noticing in the process of discussing and resolving the issue of homestead.This paper is divided into six parts.The first part is an introduction including the research background,research significance and purpose as well as method and technical roots.Through providing some related conceptions and theoretical bases,the second part makes a literature review of various researches,mainly including some descriptions on the researches at home and abroad about the reasons and study directions of homestead idling.The third part is a condition overview on the field investigation of Eight Mu Village,which is the foundation of the entire analysis and the following elaboration in the whole article.In addition,it’s in the process of investigation that we found the issues which may exist in the process of the village’ s further planning and the rural life that the farmers have to abandon.The fourth part is the analysis and reflection on the idle homesteads’reusing pattern.Mainly centering on the policy implemented by the local governments that "linking the yield increase and decrease of the land",this part elaborates that the policy has evolves into the collusion of officials in different levels in the process of practical operation,meanwhile reflecting the farmers’ helplessness while resisting.The fifth part is based on the post-development perspective.In order to contribute to strictly implementing the policy which originally aims at public interests,we take the farmers and the rural life that they defend as the foundation and put forward the suggestions on the optimized modal of idle homestead reusing.The last part is the conclusion and summary,briefly accounting the perspective shift in the research process and the creative research perspective of post-development.
