A Study On The Causes Of The Idle Land In Rural Areas And Its Reuse

The process of urbanization has accelerated,and idle land in rural areas has appeared and increased dramatically in various regions,resulting in huge waste of resources.In recent years,with the increasing scarcity of land resources,attention has been paid to the development and reuse of idle land in rural areas.The academic circle has done a lot of research for this,and has given a series of countermeasures.However,under the new policy background,there is no guiding comprehensive utilization plan for rural scattered idle land and recessive idle land.This study attempts to take huoqiu county of anhui province as an example to define and classify idle land in rural areas by consulting literature,field investigation and questionnaire survey.Through descriptive analysis and quantitative analysis,the actual situation,formation mechanism and adverse effects of rural idle land are further clarified.This research use the Logit model to analyze various influence factors of idle land,finally indicates that the factors affecting land idle for economic benefit is low and the shortage of incomplete policy system and cognitive ability,the correlation between various influence factors of idle land is not obvious.In understand the cause of the idle,on the basis of this study is given to improve the rural land utilization countermeasures:(1)perfect the policy of land circulation and related land system,to achieve the overall planning,establish effective cooperation mechanism of each function department.(2)build up the balance of idle land and the linkage of rewards and punishments,increase subsidies to farmers,and improve the economic benefits of land users.(3)the government should constantly update the concept of land supervision and utilization,and strengthen the consciousness of farmers' land intensive use,optimize the operation mode,and take up idle land in the countryside.This study emphasized the idle land utilization countermeasures,in the new historical conditions,to exert the active function of new type of agricultural management main body,adjust measures to local conditions,not stick to the development and utilization of idle land,rich the use of unused cultivated land,house sites and old houses.
