The rapid development of the Chinese economy and society has led to a growth in the number of construction projects fully or mainly financed by government investment.There has also been a parallel increase in the level of government funding in these projects.The final account audit is undertaken so late in the project timeline that it is no longer suitable to this new environment.Based on years of practical experiences of auditing staff,it is generally agreed that,instead of the final account audit,adapting the follow-up audit might be an efficient way to respond to the current circumstances,as it pays more attention to the control of whole process of investment.This is considered a more effective organizational mode and an innovation of audit methods.Therefore,it is necessary to further study the follow-up audit approach.This thesis probes the theory relative to the follow-up audit of construction projects funded by government investment,introduces the limitations of final account audit,discusses the characteristics of the follow-up audit,and studies the current status of the follow-up audit at home and abroad.Further,this thesis elaborates on the application of the follow-up audit to construction projects funded by government investment.The author writes from years of experience in audit bureaus auditing construction projects,and uses examples of the follow-up audit of urban government-subsidized housing projects in the S municipality.He discusses the existing problems with the follow-up audit,and puts forward some countermeasures and proposals.The thesis aims to be an in-depth exploration of the follow-up audit approach by bringing together a familiarity with the relevant audit theory and practical auditing experience.It is not only a systematic summary of his learning and work experience but it also offers many references for auditing staff.This thesis hopes to bring improvements to the follow-up audit as it is used in China.
