Study On Risk Allocation And Profits Distribution Of PPP Project In Underground Comprehensive Corridor

In recent years,we have paid more attention to the design and construction of underground integrated corridor in the construction of municipal infrastructure.Underground integrated corridor is a tunnel under the city road,in which the water supply and drainage pipe,heat pipe,wire,gas pipe,communication line and other municipal lines are laid there uniformly,all of these pipes are managed and monitored.The construction of underground integrated corridor can improve the efficiency of municipal pipeline management,and improve the living environment of residents.It's the social benefits of underground integrated corridor are significant,but the construction investment is huge.The financial pressure would be too heavy if only government expenditure were to rely on.Therefore,in the field of urban underground integrated corridor construction,the public-private partnership(PPP)mode has been promoted to encourage private capital to participate in investment,construction and operation of underground integrated corridor by the way of franchising.The project profits are the key issues of common concern to the government and private capital.Guided by the policy about PPP model and construction of underground integrated corridor,this thesis is based on the current research of risk allocation and profits distribution of PPP projects,and combined with investment,construction situation of underground integrated corridor.In terms of risk allocation,based on the characteristics of PPP projects in underground integrated corridor,the thesis summarizes twelve risk factors for the project in macro,medium and micro levels,and obtains the risk allocation program according to the characteristics of risk allocation,process and stakeholder.The three-stage bargaining game model is used to analyze the risk pricing problem in the process of risk allocation,and the optimal proportion of risk allocation is obtained.In terms of profits distribution,from the policy and practice,the feasibility of the output-sharing model is confirmed.Based on the risk allocation model,the effort level is introduced,the incomplete information dynamic game method is used to construct the model.By solving this model,the optimal effort level and the optimal profits distribution proportion are obtained.Then,the thesis uses an example to verify the proportion of risk allocation and profits distribution in practice.According to the results of the study,recommendations on the franchise agreement are put forward.Studying on risk allocation and profits distribution of PPP project in underground comprehensive corridor can implement the key issues of cooperation between the government and private captial,speed up the progress of pre-project negotiations,promote the implementation of the project,improve the municipal infrastructure construction and urban environment.
