The rapid development of a city casts a higher level of demand for the scale and management capability of pipeline construction.China's underground pipeline construction and upgrade speed lag far behind ground work,as underground pipeline has a separated layout and construction and various pipelines intersects with each other closely and have different burial depth,leading to repeated construction and "accidentally injuries".To solve these problems,our government pays great efforts in the construction of utility tunnel and introduces the PPP mode to its construction.For PPP projects,the key to project risk management lies in the reasonable sharing of risks.This thesis,through risk identification,the confirmation and proportion of joint risk,offers solutions to the risk sharing of urban underground utility tunnel PPP projects.Firstly,this thesis analyzes the current development of urban underground utility tunnel PPP projects from the perspective of operation mode and actual implementation.Literature research method,expert interview and tools like citespace are adopted to identify risk factors in projects,thus laying foundation for the reasonable risk sharing in utility tunnel PPP projects.Secondly,this thesis conducts analysis on the risk sharing practice in China's utility tunnel PPP projects from the point of basic method,contract signing,etc.,aiming at finding out problems existed and exploring reasons behind.Lastly,as public institutions and social investors are identifies as main bodies of project risk sharing,the risk factors are subdivided into "public institutions assumed,"social investors assumed,and "assumed by both sides" on the basis of all-win and cooperative game thoughts.As for risks assumed by both sides,the proportion of joint risk is decided by each side's risk sharing ability by using ANP-Shapley value algorithm.Supporting measures of risk sharing are raised in terms of contract,personnel training,system and organization,etc.so as to offer guarantee for the reasonable risk sharing in China's urban underground utility tunnel PPP projects.
