Analysis On The Effect Of Environmental Protection Investment In China

With the rapid development of China’s economy,environmental problems have become increasingly prominent.The scale of China’s environmental protection investment continues to expand,the proportion of total investment in environmental protection accounted for GDP increased year by year.Through the analysis of the present situation of environmental protection investment,we found that the scale of China’s environmental protection investment is still not enough compared with the developed countries,and there are some defects in the structure of environmental protection investment.The "13th Five-Year" environmental protection plan "emphasizes the" 13 th Five-Year "period,our country will achieve the overall improvement of environmental quality,and environmental governance as an important task of our government at all levels,to achieve full coverage of the central environmental supervision work.Environmental protection investment is the investment behavior to protect the environment,the scale and structure of environmental protection investment allocation determines the effect of the size of investment in environmental protection,environmental protection investment effect has direct impact to our country’s environmental quality improvement,environmental effects and economic effects as a measure of environmental protection investment in China,this paper selects 30 provinces and cities nationwide(2004-2014 in addition to Tibet)of the panel data,the total investment in environmental protection and construction items respectively as independent variables,using econometric analysis software EVIEWS 9,to consider the environmental effects of 30 provinces and cities of environmental protection investment in China and economic effect,using panel data model for empirical analysis,obtained the influence degree of 30 provinces and cities of environmental quality and environmental protection investment economic development,comparing the provinces between environmental protection investment influence.The results show that environmental investment has positive effects on environmental governance and economic development.Environmental protection investment can improve the energy utilization rate of 30 provinces and cities,garbage disposal capacity.The average degree of influence of these two indicators were 0.716,0.770.This shows that environmental protection to promote the improvement of our environment.Environmental protection investment can stimulate economic growth,employment growth.The average degree of the total investment of environmental protection in China’s 30 provinces and municipalities,the average number of employees were positive,respectively,1.344,0.169.Among them,the contribution of environmental protection to the economic aggregate contribution is more obvious,relatively speaking,the role of environmental protection investment is not strong.Different levels of environmental protection investment structure.In the investment structure,the comprehensive influence of urban infrastructure construction investment is 0.238,comprehensive effect of the construction project "three simultaneous" project investment of 0.130,comprehensive industrial pollution control investment influence degree is 0.060,thus promoting the construction of urban infrastructure investment to improve the environmental quality and economic development played a a strong role in promoting.There are regional differences in the effect of environmental protection investment.Qinghai,Heilongjiang,Shandong provinces and the three investment in environmental protection effect on the environment and economy of the poor,while Shanxi,Shanghai,Anhui environmental protection investment for its economy and environment and promote the best comprehensive effect degree of 1.039,0.908,0.906,ranked 30 in the top three provinces and cities.On the whole,the effect of environmental protection investment in Shanghai plays the most important role,in which the impact of investment in urban infrastructure construction is more than 2 times the national average.Through the analysis of current situation of environmental protection investment and demonstration of 30 provinces and cities in our country,aiming at the problems of environmental protection in our country are insufficient investment,unreasonable investment structure,allocation of regional differences,and finally put forward to broaden the financing channels of investment in environmental protection and the rational allocation of environmental protection investment flows to a series of related countermeasures and suggestions,in order to optimize China’s environmental protection investment decision support,improve the environmental and economic effects of China’s investment in environmental protection,and ultimately improve the quality of the environment at the same time,promote the coordinated development of economy.
