Study On The Efficiency Of Regional Energy Conservation And Environmental Protection And Influence Factors

Environmental protection and energy conservation are the important issues of the sustainable development of all countries in the world.It is the only way to achieve the sustainable development of the economy and society and to realize the harmonization of economic and environmental benefits.More and more attention is paid to the sustainability of development,so we pay more attention to the efficiency of energy saving and environmental protection.There are five chapters in this paper,which are divided into four parts.The first part is the first and second chapters,namely introduction and theoretical basis.This paper mainly introduces the research background and significance of the energy saving and environmental protection efficiency of regional development,the research ideas,research methods,research contents and innovation points of this paper,and introduces the relevant concepts and the basic theories involved.The literature review at home and abroad mainly introduces the relevant achievements on energy saving and environmental protection efficiency,as well as the summary and evaluation.The second part is the second chapter,which is mainly introduces the related concepts and the basic theory.The third part is the third chapter,which is mainly divided into two levels.First,referring to the previous research results,combined with two aspects of energy saving and environmental protection,selecting the evaluation index of energy saving and environmental protection efficiency,and build ing the efficiency evaluation system of the article.Secondly,based on the data of 30 provinces and autonomous regions in 2010-2015 years,using the traditional DEA and super efficiency DEA model to evaluate the energy saving and environmental protection efficiency of 30 provinces and municipalities in China,and getting the exact efficiency and decomposition efficiency.The fourth part is the fourth chapter.The main contents are the analysis of the influencing factors of energy saving and environmental protection efficiency,and the establishment of panel random-Tobit and panel fixed effect econometric models,then results analysis.First,the factors that affect the efficiency of energy saving and environmental protection are analyzed from the aspects of economic scale,industrial structure,energy consumption structure,energy consumption scale,transportation structure,technology input level and regiona l environmental policy.Secondly,combined with the efficiency of the traditional DEA and SE-DEA models,the result is used as the dependent variable to establish the panel random effect-Tobit and the panel variable intercept fixed effect model.The factors affecting the efficiency of energy conservation and environmental protection are empirical analyzed.The fifth part is the fifth chapter.The main conclusions and Countermeasures of the article are introduced.Based on the above qualitative and quantitative research,the paper summarizes the above analysis results,and puts forward some countermeasures and suggestions for improving the energy saving and environmental protection efficiency of regional development.Through the empirical study,it is found that:(1)during the 2010-2015 years,the national average energy saving and environmental protection efficiency did not change significantly,ranging from 0.5 to 0.6.The overall efficiency is not high,and the regional difference is obvious.The western efficiency is the highest and the central part is the lowest.(2)the low efficiency of regional energy conservation and environmental protection is due to the low efficiency of scale,the scale and input-output is mismatch,and there is a waste of resources.(3)the low efficiency of energy conservation and environmental protection is related to the way of economic growth,the sustainable development system has not yet formed,high efficiency area is a good ecological basis but underdeveloped areas,on the other hand,is a areas with more developed economic technology,higher energy utilization rate and stronger pollution control ability.(4)economic scale,industrial structure,energy consumption structure,energy consumption scale,transportation structure,technology input level and regional environmental policy have different effects on the comprehensive efficiency,pure technical efficiency,scale efficiency and super efficiency of energy conservation and environmental protection.
