Research On Financial Support Countermeasure In Agricultural Science And Technology Parks In Heilongjiang Province

In recent years,the construction and development of agricultural science and technology park in China has attracted much attention.The No.1 document of center in 2017 pointed out the need to further promote the structural reform of agricultural supply side,and create a new situation of modern agricultural development.At present,the agricultural science and technology park has become the base of promoting the integration of science,technology and finance.The development of the park is related to the industrial upgrading and the sustainable development of national economy.Although China has developed a "guide" of agricultural science and technology park in2001,and vigorously promoted the development of the park,but the park's insufficient main credit and the low robustness of funding channels have become a bottleneck in the upgrading of the park.Domestic scholars have done a lot of researches on the operation mechanism of agricultural science and technology park,but the researches on the financial support of the park are still very weak in theory and practice.The input and use of financial factors play an important role in the construction and operation of agricultural science and technology park.In view of this,this paper studies the financial support of Heilongjiang agricultural science and technology park,which has high theoretical significance and practical value.This article chooses "research on financial support countermeasure in agricultural science and technology parks in Heilongjiang Province" as a subject,defines the meaning of financial support in agricultural science and technology park and agricultural science and technology park,and elaborates the related theories of agricultural science and technology park.On the basis of this,research on financial support of agricultural science and technology parks in Heilongjiang Province is carried out based on the methods of literature analysis,field investigation,induction and demonstration.First of all,according to the data obtained,this paper studies the current situation of financial support of 38 provincial agricultural science and Technology Parks in Heilongjiang province.From the point of view of supply and demand,this paper puts forward the problem that the financial supply is less than demand,that is,the lack of financial support,and analyzes the causes of the financial support of the agricultural science and Technology Park in Heilongjiang province,including the support of the government,banking institutions "credit crunch",the poor standard of private finance,the lack of new varieties of agricultural insurance and weak comprehensive competitiveness of the park;secondly,using FA-MLR model to study thecreative effect of the financial support of agricultural science and Technology Park in Heilongjiang Province,to determine the existence of a positive effect between the policy and commercial credit,credit and cooperation of agricultural science and technology park development level,and between the development level of private capital and Industrial Park Negative effect;thirdly,combined with the empirical results and the successful experience of other domestic parks,draw on the Heilongjiang Province Agricultural Science and Technology Park in the financial support of enlightenment is to improve the campus security system,optimize the credit environment,credit support park to broaden the channels;finally,from the government,financial institutions,park three aspects,this study puts forward that to perfect government support and guidance system,optimization of financial institutions to support the strategy,enhance the overall competitiveness of the park proposal.Because of the limited capacity,length of paper and actual access to information,this paper does not systematically study the financial support through the listing and financing got by listed companies in the park,we wish to improve the relevant issues in further study.
