Research On “Going Out” Of Hebei Enterprises Under The Background Of China's “B&R” Initiative

Since 1990 s,the global and domestic economic condition has been undergoing profound changes,and the economic integration has been rapidly developing.Hebei Province has begun to focus on the development of foreign investment in 1980 s,to enhance the enterprises' competitiveness,then to improve the economic status of Hebei province.However,due to the low level of economic development in Hebei Province,and there has been no good opportunity to help Hebei enterprises "going out",therefore,Hebei Province,the "going out" strategy has not been effectively developed.During the Two Sessions of 2015,"B&R" has become a hot topic,it had also supported by many other countries from the very beginning.Countries along the "B&R" are mostly developing countries,and have a huge infrastructure needs,raw materials like cement,iron and steel,glass and other industries is meeting a really scare chance to " go out ".Those materials are just the advantage of Hebei Province,the "B&R" initiative will undoubtedly open a new window for the Hebei "going out".March 28,2015,the National Development and Reform Commission,the Ministry of Foreign Affairs,the Ministry of Commerce jointly issued "to promote the build of the Silk Road Economic Belt and the maritime Silk Road of the 21 st century vision and action"(hereinafter referred to as the "vision and action"),and the "vision and action" focus on the delineation of 18 provinces,has a clear mention to 28 provinces,Hebei has become the one of the only three pieces that have not been mentioned.Though not refered in the " B&R " core area,Hebei Province has expressed it clearly that it will positively join in the " B&R " construction.This paper takes Hebei province to "go out" and the "B&R Initiative" together,the research the possibility of the both to dock.If Hebei province want to take the development train of the "B&R",what advantages does it have and how to use them.At the same time,what are the challenges in front of and how to overcome.At first,we list the issue and the core content of the "B&R" Initiative,and the positive response along,the situation of the current development is good.Then analyzes the current situation of Hebei's “Going out”,by now,the current situation of foreign direct investment in Hebei Province,has included iron and steel,cement,glass,equipment manufacturing,new energy,textile and garment and so on,more than 20 industries.For the perspective of the major structure,the "Going out" of Hebei enterprises has gradually formed a ladder shaped structure of main force(provincial steel,energy and other companies),force(outstanding private enterprises)and reserve forces(county-level pillar enterprises),this structure gave a sustainable development guarantee for Hebei enterprises.Hebei province pay prodigious attention to its “Going out” career,in 1980 s,there had been related planning.Yet,because of sorts historical,national conditions,it's "going out" has not been well developed.For example,irrational industrial structure,too few large projects,had a hesitation to choose countries where to invest,the excessive concentration of investment in the region,lack of overall planning for "Going out",lack of protection mechanism,financial support is not well and many other issues,has all limited the pace of enterprises of the Hebei Province to "going out".Hebei,on the basis of improving themselves,it needs some opportunities to promote their own development,and the "B&R" is the best opportunity at now.Therefore,the following analysis will be the combination of Hebei's "going out" and the national "B&R",with the specific analysis of seizing opportunities when Hebei province "going out" docking state "Belt and Road Initiative ",and at the same time,what are the challenges in front of us,and how to overcome them.Based on the analysis of opportunities and challenges,this essay gives a list of practical suggestions.Such as enterprises should foster the consciousness of globalization,consider the whole situation from the overall visual angle,should take the advantages of location,should maintain a good relationship with the government,and the need to strengthen the management,and actively cultivate talents.Only in this way,Hebei enterprises can take full use of the superior of itself,and can effectively seize the opportunity to achieve their own "going out",achieve a healthy development.
