Study On The Safety Management Strategy Of Agricultural Machinery Industry In Beijing

2016 is the first year of 13th Five-Year,The State Council has new requirements for the safety production of agricultural machinery industry,safety supervision department also requires to implement the responsibility for production safety.At the same time,along with the transformation of the strategic positioning of the capital and agriculture of Beijing city,agricultural machinery investment type has changed.From the original large operating machinery(such as tractors,harvesters and other silage as the main object of regulation)as the main object of supervision,gradually transformed into small agricultural machinery(such as the facilities in the park rolling machines,micro tillage machine).This series of changes put forward new requirements for the safety management of agricultural machinery industry.As the department which manage the safety to production,in this context,the in-depth analysis of agricultural production safety management strategy can solve the practical problems encountered in the work.In the writing process of this paper,I use the literature research method,design research questionnaire,interview and discuss with the management,collect and analysis the data.In this paper,the research objects are summarized as follows:"beings,machines,circumstances,laws,managements"."beings" refers to regulatory counterpart,machines refers to agricultural machine,circumstances refers to Political&Legal environments,managements refers to management strategy.In the process of literature research,through the study on consulting literature materials,I have studied and compared the management experience of foreign related industries.At the same time,I learned the development of China's agricultural machinery industry,including agricultural machinery safety supervision,standardization of agricultural production personnel training,production safety performance evaluation system,summarize the advanced experience and typical method of current agricultural safety management.In the process of writing the current situation of agricultural machinery industry safety production in Beijing,I designed a questionnaire and bewrite the current agricultural production safety problems in the city of Beijing around the six aspects of agricultural institutions,include agricultural machinery accidents,the relevant production units,agricultural machinery,practitioners and the regulatory system.In the process of forming new management strategies,based on the questions posed earlier,I put forward countermeasures and suggestions around the two responsibilities,safety education,standardization system construction,supervision system.I also put forward suggestions aiming at agricultural service organizations,agricultural employees and agricultural machinery industry production safety supervision departments.At the same time,it needs to establish four system of safe production,includes safe production responsibility system,safety prevention and control system,hidden investigation and management system,emergency rescue system.Meanwhile,building the standardization construction of safety production is also nessesary.In order to solving the problems of Beijing agricultural machinery ndustry,I suggest to create two quality engineering,effectively enhance the safety level of agricultural machinery industry.
