Research On Risk Assessment And Internal Control System Of PPP Project

All projects are at risk.The same is true for municipal projects.As a representative project of high capital gathering,the municipal PPP project has the characteristics of high input,large scale,long period,deep domain,wide span and so on.Due to these characteristics,there are a wide variety of types of risks in PPP projects,and these risks are interlocking with each other.Specifically,a PPP project from the initial decision-making project,through financing,design,construction,operation and other steps until the final transfer to the government public sector,in each step we can always see the different positions of the project participants.Of course,these different positions of the project to participate in the type of risk,to deal with the attitude of risk and even to take the risk of dealing with the path are different.At some times,During the implementation process of the PPP project,the government public sector in the risk sharing on the issue of the role of positioning is not accurate,choosing to transfer risk to the weak risk of private enterprises frequently.As a result,the private sector will be at high risk,and most likely leads to a complete failure of the PPP project.So how to avoid the failure of the PPP project and run on a smooth track?How should the government and the private sector share the risks in the PPP project? This paper is based on these issues to carry out research,integrating public and private risk identification,classification,then forming PPP project integrity and practical internal control program,and ultimately to ensure the realization of PPP performance.This paper is divided into five parts by means of literature analysis and case analysis.The first part of the entry point for the topic background and research significance,briefly combed and reviewed at home and abroad in recent years with the PPP project,PPP project risk assessment and PPP project risk control related to the literature,research ideas,research methods,research Innovation and deficiencies.The second part focuses on the relevant theoretical basis of PPP project implementation,and briefly introduces the system background and related concepts and terminology of PPP project implementation.In the third part,based on the review of the status quo of the development of PPP projects at home and abroad,the status quo of the development of municipal engineering construction in China,the paper explores the promotion and exposition of PPP projects in municipal engineering field.The fourth part chooses a municipal project of PPP model-S project as a typical case to study: First,points out the project profile;what's more from the perspective of risk assessment system to probe S project and then forms a targeted risk list;finally sumsup S project risk response mechanism and forms S project internal control system program.The fifth part puts forward some reasonable suggestions on the risk control of the PPP project of the municipal engineering,and gives a moderate outlook for the future research.This paper draws the following conclusions from the above research: First,PPP project has broad application prospect,its implementation has greatly promoted the enthusiasm of the private sector.Second,compared with the traditional project,the PPP project contains a wide variety of types of risks,which objectively put forward the following requirements: in the pre-project research stage,the government public sector should take responsibility to actively guide the private sector to participate in the project process earlier.Third,the success of the PPP project is inseparable from its sound internal control system.
